By 2030, the average GRDP per capita in Ninh Thuan province of Vietnam will reach about 200 million VND (Internet image) 

Regarding this issue, LawNet would like to answer as follows:

On November 10, 2023, the Prime Minister of Vietnam issued Decision 1319/QD-TTg approving the Planning of Ninh Thuan province for the period 2021–2030, with a vision to 2050.

By 2030, the average GRDP per capita in Ninh Thuan province of Vietnam will reach about 200 million VND

Accordingly, the specific goals set out in the Ninh Thuan Provincial Planning for the period 2021 - 2030, with a vision to 2050, have the following contents:

- Economic:

+ The average GRDP growth rate is about 10 - 11%/year; GRDP per capita (current price) is about 200 million VND.

+ The proportion of GRDP of the industrial - construction sector is about 53–54%; in the service sector, it is about 34–35%; in the agriculture, forestry, and fisheries sectors, it is about 12–13%; and product tax minus product subsidies is about 2–3%.

+ Strive for the digital economy to account for about 30% of GRDP by 2030.

+ The contribution of total factor productivity (TFP) to growth reached about 50% and continued to maintain a level above the national average in the following years.

- Regarding society:

+ Population increases on average by about 1.89%/year.

+ The rate of trained workers reaches 75–80%, whereas the rate of trained workers with degrees and certificates is over 40%.

+ Human development index (HDI) is equal to the national average.

+ Regarding the rate of schools meeting national standards: (i) preschool: 50.2%; (ii) primary school: 85.8%; (iii) secondary school: 74.6%; and (iv) high school: 69.2%. Maintain 100% of commune-level units and 100% of district-level units meeting standards for universal preschool education for 5-year-old children, move towards universalizing preschool education for children under 5 years old, and eliminate illiteracy level 2.

+ The number of hospital beds/ten thousand people reached 35 beds; the number of doctors/10,000 people reached 11 doctors.

+ Urbanization rate is about 55–56%; ensure 100% of grade III urban areas or higher complete urban classification criteria for urban infrastructure, especially infrastructure for health, education, training, and urban-level cultural works.

+ The rate of multidimensional poor households (according to new standards) decreases by an average of 1.5-2%/year and by 2030 it will be less than 1.5%.

- Regarding resources and the environment:

+ Forest coverage rate remains stable at about 49%.

+ The proportion of urban and rural populations using clean water reached 100%.

+ The rate of urban solid waste collected and treated according to standards and regulations reaches 100%, of which 90% is recycled, reused, recovered energy, or produced organic fertilizer;

+ The rate of rural household solid waste collected and processed according to standards and regulations reaches 90%;

+ The proportion of urban solid waste treated by the direct burial method is reduced to 10% compared to the amount of waste collected;

+ The rate of hazardous waste collected, transported, and treated according to standards and regulations reached 98%, of which the rate of medical waste treated reached 100%;

+ The rate of operating industrial zones and clusters with centralized wastewater treatment systems meeting environmental discharge standards reaches 100%; 100% of production and business establishments meet environmental standards; Ensure 100% of the wastewater collected and treated meets standards equivalent to the quality of wastewater discharged into receiving sources for domestic purposes.

- Regarding infrastructure development:

+ Promote the development of transportation infrastructure in Ninh Thuan province, meeting the targets for each urban area in the province. Complete the construction of the North-South Expressway through the province. Upgrade and complete the national highway network to ensure connectivity and meet minimum standards of level III or higher. Upgrade and expand the provincial road network to at least level IV or higher; 100% of provincial and local roads are paved with asphalt concrete or asphalt or cement concrete.

+ Develop Ninh Thuan seaport system, including Ca Na wharf area and the Ninh Chu wharf area, as a national general port, acting as a regional focal point with the functions of general port, bulk cargo, container cargo, and liquid/gas cargo.

+ Investment in Thanh Son Airport.

+ Strive for about 50% of communes to meet advanced new rural standards and about 20% of communes to meet model new rural standards; There are at least 05 districts meeting new rural standards, including at least 02 districts meeting advanced rural standards.

+ Ninh Thuan province's information and communication infrastructure basically meets the requirements of digital transformation, providing comprehensive online public services for people and businesses; Complete 4G infrastructure and develop 5G infrastructure in urban areas and industrial parks to support smart production.

- Regarding national defense and security: strive for 100% of communes, wards, and towns to achieve a comprehensive and strong base. Associate socio-economic development with strengthening defense and security posture; build increasingly stronger defense areas; maintain political security stability; and ensure social order and safety.
