Regarding this issue, LawNet would like to answer as follows:

On August 25, 2023, the Prime Minister of Vietnam issued Decision 995/QD-TTg approving the Soc Trang Provincial Planning for the period 2021 - 2030, with a vision to 2050.

Specifically, the development goals up to 2023 for Soc Trang province are as follows:

(1) General objective

Striving to 2030, Soc Trang is one of the well-developed provinces of the Mekong Delta; it has developed industry, commerce, services, and modern and sustainable agriculture; it forms a seaport offshore the Tran De estuary and has a synchronous and gradually modern infrastructure system; it has a green, smart, and sustainable urban development system; and it has the capacity to adapt to climate change. National defense, security, and social order and safety are guaranteed, and people have a prosperous, civilized, and happy life.

(2) Some specific indicators

- Regarding Economic:

+ The growth rate of gross domestic product (GRDP) reached an average of 8.5%/year; GRDP per capita (current price) is about 124 million VND.

+ The proportion in GRDP of agriculture, forestry, and fisheries is about 27%; industry - construction reached about 35%; services reached about 30%; and product taxes minus product subsidies reached about 8%.

+ State budget revenue in the area is about 14,000 billion VND.

+ Digital economy accounts for 20% of the province's GRDP.

+ The contribution of total factor productivity (TFP) to GRDP growth reached about 45%.

- Regarding society:

+ The urbanization rate is about 40 - 45%.

+ Complete the task of building new rural areas, with 80/80 communes meeting new rural standards; 40 communes meet advanced new rural standards; 16 communes meet model new rural standards; 10 district-level units met/completed the task of building new rural areas, of which at least 04 districts met advanced rural standards.

+ Reduce the average poverty rate by 2 - 3%/year; in which, reducing the rate of poor Khmer households by 3 - 4%/year.

+ The rate of trained workers reaches 70%; Of which, training with degrees and certificates reaches 32.5%.

+ The rate of schools meeting national standards is 90%.

+ The health insurance participation rate is over 95%, the ratio of hospital beds/10,000 people is 33 beds, the ratio of doctors/10,000 people is 11 people.

- Regarding environment:

+ The rate of urban, industrial, and service solid waste collected and processed reaches 98 - 99%. The rate of daily solid waste collected and processed in rural residential areas and craft villages reached 75%.

+ The rate of industrial parks and industrial clusters in operation with centralized wastewater treatment systems meeting environmental standards is 100%.

+ The proportion of the urban population supplied with clean water through the centralized water supply system reaches 98 - 100%.

+ The proportion of rural populations using clean water that meets standards reaches 75%.

+ Forest coverage rate is about 3%.

Development breakthroughs in Soc Trang Provincial Planning according to Decision 995/QD-TTg in Vietnam

According to Decision 995/QD-TTg, the Prime Minister outlined the breakthrough contents for the development of Soc Trang province in the period 2021–2030, with a vision to 2050 as follows:

- Mobilizing and use effectively and economically all resources, prioritize investment in building a strategic and pervasive infrastructure system, focusing on traffic infrastructure (highways, East-West, North-South routes); seaports; infrastructures of coastal economic zones; industrial parks; industrial clusters; urban centers; information technology; and digital transformation.

- Administrative reform, with a focus on strongly reforming administrative procedures, improving the capacity of professionals and professional staff, striving to 2030, basically completing synchronous and comprehensive digital transformation in the province, and improving the business investment environment.

- Developing human resources associated with the application of science, technology, and innovation, especially human resources to serve the development of potential industries that create development breakthroughs such as energy, tourism, seaports, logistics, urban services, digital transformation, agriculture, fisheries, and seafood processing.
