Regarding this issue, LawNet would like to answer as follows:

On November 13, 2023, the Prime Minister of Vietnam issued Decision 1339/QD-TTg approving the Ha Giang Provincial Planning for the period 2021 - 2030, with a vision to 2050.

Specifically, the development objectives in Ha Giang province's planning for the period 2021 - 2030, with a vision to 2050 are set out as follows:

(1) Development objectives until 2030

- Overall objectives

Striving by 2030, Ha Giang province will be a well-developed, comprehensive, and sustainable province in the Northern Midlands and Mountains region; Economic development is green and dynamic, fast and sustainable on the basis of promoting digital transformation and applying science, technology, and innovation to improve productivity, quality, efficiency, and competitiveness.

The socio-economic space is organized and developed harmoniously and reasonably in association with promoting economic restructuring; environmental and ecological assurance.

Form a synchronous, modern, and safe infrastructure system; improve the quality of human resources; preserve and promote the value of ethnic cultural identities; develop culture, health care, and education; ensure social security; improve the quality of life for the people; ensure solid national defense and security; ensure international cooperation and integration are increasingly deepening; and create border areas of peace, friendship, cooperation, and sustainable development.

- Specific objectives and targets until 2030

* Economic:

+ The average economic growth rate in the period 2021–2030 will reach about 8% per year.

+ Economic structure: agriculture, forestry - fishery accounts for about 22–23%; industry - construction, and services account for about 43 - 44%; Product tax, minus product subsidies, is about 4–5%.

+ Total product per capita reaches about 95 million VND.

+ Labor productivity increases by about 7%/year on average.

+ Budget revenue in the area reached about 6,000 billion VND.

+ Tourists reached about 5.0 million people.

+ Digital economy reaches a proportion of about 30% of GRDP.

* Regarding culture and society:

+ The HDI human development index reaches about 0.8.

+ The rate of schools meeting national standards in the province is over 75%.

+ The number of doctors reaches about 12 doctors/ten thousand people; hospital beds reach about 45 beds/10,000 people.

+ The average annual multidimensional poverty reduction rate reaches 4%/year.

+ The rate of trained workers is over 65%, of which the rate of trained workers with diplomas and certificates is over 20%.

* Regarding environmental protection:

+ The rate of using clean and hygienic water among urban residents reaches 100%, in rural areas, it is over 98%.

+ The rate of urban solid waste collected and treated is over 95%.

+ 100% of industrial zones, clusters, and urban areas have centralized wastewater treatment systems; production and business establishments that meet environmental standards.

+ Forest coverage rate is stable at about 60%.

* Regarding infrastructure:

+ Strive for an urbanization rate of about 35%.

+ There are 05/11 districts and cities meeting new rural district standards.

+ Smooth transportation infrastructure, improved transportation capacity, and exploitation speed; Irrigation infrastructure, water supply, and electricity supply ensure the objectives of serving production and daily life; Modern and safe information and communication infrastructure and digital infrastructure; Social infrastructure meets development needs.

* Regarding national defense and security: Firmly manage and protect independence, sovereignty, and national border security. Maintain political security, social order, and safety. Consolidate and build the all-people defense posture associated with the People's security posture and the all-people border defense posture.

(2) Development vision until 2050

Strive to build Ha Giang province into a province with the average development of the country, in the direction of green, unique, sustainable, and comprehensive; it holds an important position in the Northern Midlands and Mountains region in terms of border economic development, border trade, tourism, and ensuring national defense and security.
