By 2030, 5G mobile broadband networks will cover 99% of the population in Vietnam (Internet image)
Regarding this issue, LawNet would like to answer as follows:
On January 11, 2024, the Prime Minister issued Decision 36/QD-TTg approving the information and communications infrastructure planning for the period 2021–2030, with a vision to 2050.
The development requirements for telecommunications infrastructure mentioned by the Prime Minister are as follows:
(1) Development orientation
The broadband telecommunications network ensures large capacity, high speed, modern technology, and widely integrated Internet of Things (IoT) infrastructure to ensure harmonious development, well-serving digital transformation, digital government, digital economy, digital society, and security and defense.
(2) Development requirements until 2025
- Fixed broadband networks meet national standards (QCVN) on service quality with the goal of universalizing them to all villages and hamlets, ensuring 100% of households have access to fiber optic cable when needed; 90% of users can access fixed Internet with an average speed of 200 MB/s; and 90% of socio-economic organizations such as enterprises, production and business establishments, schools, hospitals, and offices in urban areas can access the Internet with an average speed of 01 Gb/s.
- Mobile broadband networks meet national standards (QCVN) on service quality, with a target average download speed of at least 40 Mb/s for 4G networks and 100 Mb/s for 5G networks; 100% of the adult population has a smartphone.
- 100% of high-tech parks, concentrated information technology parks, and research, development, and innovation centers can access the Internet with a minimum speed of 1 GB/s.
- 100% of Party and State agencies from the central to the commune level are connected to the specialized data transmission network serving Party and State agencies.
- Implement and invest in 2-4 additional international telecommunications cable lines.
- The domain name ".vn" is a national brand, reaching at least 1 million domain names, accounting for at least 60% of domain names used in Vietnam; Vietnam ranks first in ASEAN, belongs to the group of 10 leading countries in Asia, and the group of 20–30 leading countries in the world in terms of domain names.
- Vietnam is among the 20 leading countries in the world in converting the Internet to IPv6.
- Low-latency Internet of Things (LoT) infrastructure is available at all high-tech parks, centralized information technology parks, research, development, and innovation centers; 100% of essential infrastructure such as transportation, energy, electricity, water, and urban areas is capable of integrating sensors and IoT applications.
- Vietnam is in the group of 50 leading countries according to the information and communication technology development index (IDl) of the International Telecommunications Union (ITU).
(3) Development requirements until 2030
- Fixed broadband access network infrastructure is invested in and upgraded to ensure that 100% of users have access at speeds above 1Gb/s.
- 5G mobile broadband networks cover 99% of the population, aiming to develop the next generation of advanced mobile networks.
- Developing 4-6 more international undersea fiber optic cable routes.
- Digital radio transmission and broadcasting system capable of providing high-quality programs and value-added services in large centrally run cities, class I cities, urban areas, and surrounding areas.
