"By 2025, the rate of mastering Vietnam's information security product ecosystem to reach 100%" is the content specified in Decision 566/QD-BTTT dated April 6, 2023 of the Ministry of Information and Communications of Vietnam.

The Ministry of Information and Communications of Vietnam issued Decision 566/QD-BTTT dated April 6, 2023 on the Action plan to implement the national cybersecurity and safety strategy, proactively respond to challenges from cyberspace to 2025, with a vision to 2023.

By 2025, the rate of mastering Vietnam's information security product ecosystem to reach 100%

Specifically, according to  Decision 566/QD-BTTT, the Ministry of Information and Communications of Vietnam has set out 2025 strategic targets for each content area in the Plan as follows:

- Maintaining the ranking of the Cybersecurity and Safety Index according to the International Telecommunication Union (GCI Index) in the range of 25–30.

- The percentage of Internet users who have the opportunity to access awareness-raising activities, skills, and tools to ensure network safety and security is 80%.

- The number of key information security products and services that dominate the domestic market and have international competitiveness is between 3 and 5 products.

- Annual growth rate of the revenue of the cyberinformation security market reaches 20–30%.

- Ratio of revenue from the production/import of cyberinformation security products and services is 70%.

- The rate of mastering the Vietnamese information security product ecosystem (23 product groups) reaches 100%.

- The percentage of information systems at levels 3, 4, and 5 of ministries, ministerial-level agencies, government-attached agencies, and localities classified and protected by level is 100%.

Key tasks of the Action plan in 2023

In 2023, relevant agencies and units must focus on implementing the following key tasks in the Action Plan for the implementation of the national cybersecurity and safety strategy, proactively responding to challenges from cyberspace to 2025, with a vision to 2023:

- Guide and urge the implementation of the Strategy and key tasks in 2023

- Organize a conference to guide the implementation and evaluate the results of the implementation of the Strategy

- Develop and guide ministries, branches, and localities on the set of criteria for evaluating the results of the implementation of the Strategy

- Supervise the implementation of the Strategy

- Implement Decision 360/QD-BTTTT in 2023.

Purpose, requirements for the Plan

According to Decision 566/QD-BTTT, the action plan to implement the national cybersecurity and safety strategy, proactively responding to challenges from cyberspace to 2025 with a vision to 2023, must ensure the following requirements and purposes:

* Requirements

- Ensure timely, synchronous, scientific, and effective implementation of the tasks of the Ministry of Information and Communications of Vietnam and related agencies, organizations, and businesses assigned in the Strategy.

- Clearly define tasks, assign specific implementation responsibilities; proactively and promptly solve difficulties and problems during the implementation process to ensure the completion of the set tasks.

- Tasks are identified with focus, and an implementation roadmap ensures feasibility. Assign responsibilities according to the functions and tasks of the units; ensure close, effective, and timely coordination among units in the implementation of tasks.

* Purpose

- Organize the effective implementation of the tasks assigned in Decision 964/QD-TTg dated August 10, 2022, approved by the Prime Minister on the National Cybersecurity and Safety Strategy, proactively responding to challenges from cyberspace to 2025, with a vision to 2030 (hereinafter referred to as the Strategy).

- Define tasks and assign them to specific units; well perform the role of the Ministry of Information and Communications in presiding over, guiding, and coordinating the implementation of the Strategy in order to improve the national network's safety and security capacity, realize the vision of turning Vietnam into a powerhouse in cyberinformation security.

More details can be found in Decision 566/QD-BTTT takes effect from the date of signing for promulgation and replaces Decision 1762/QD-BTTTT in 2022.
