This is the noteworthy content in Decision 1677/QD-TTg approving the Scheme for the Development of Early Childhood Education for the period 2018 – 2025.

To be specific, according to the goals set forth in Decision 1677, by 2020, at least 70% of teachers should have qualifications from preschool pedagogy colleges or higher, 80% of teachers should meet professional standards at a fairly good level or higher, and by 2025, there should be enough preschool teachers as per the regulations, with 90% of preschool teachers holding qualifications from preschool pedagogy colleges or higher, and 85% of teachers meeting professional standards at a fairly good level or higher.
To achieve these set goals, this Decision clearly outlines the tasks and solutions to be implemented during the period of 2018 – 2025, in particular:
- Innovate the training of preschool teachers to meet the requirements of preschool education reform, and enhance the quality of preschool education programs;
- Implement training based on location and regions to balance and address the shortage of teachers;
- Develop a Scheme to train and foster a sufficient number of managerial staff and teachers, ensuring quality; develop a core team of preschool managerial staff and teachers;
- Foster managerial staff and preschool teachers to meet the professional standards for preschool teachers, principal standards, and the professional title standards for managerial staff and preschool teachers;
- Focus on fostering skills, methods of organizing care and educational activities for children, and enhancing practical capabilities for teachers.
