"By 2025: 80% of the population aged 15 and over to have a payment transaction bank account in Vietnam" is the content specified in Decision 466/QD-BTTTT dated March 28, 2023 of the Ministry of Information and Communications of Vietnam.

On March 28, 2023, the Ministry of Information and Communications issued Decision 466/QD-BTTTT on the Action Plan in 2023 to implement the national strategy for development of the digital economy and digital society to 2025, with a vision to 2030 according to Decision 411/QD-TTg in 2022.
Thus, the Ministry of Information and Communications of Vietnam has set the following targets to promote the growth of the digital economy and digital society by 2025:
Specifically in Decision 466/QD-BTTTT, the digital society development targets by 2025 are as follows:
- 80% of the adult population has a smartphone.
- 80% of the population aged 15 years and over has a payment transaction account at a bank or other authorized organization.
- More than 50% of the adult population has a personal digital or electronic signature.
- Over 70% of people of working age are trained in basic digital skills.
- 80% of households are covered by fiber optic broadband Internet.
- Over 70% of people connected to the network are protected at a basic level.
- More than 50% of the adult population uses online public services.
- Over 30% of the adult population uses online health consultation services, remote medical examinations, and treatment
- 90% of people have electronic health records.
- 80% of universities, colleges, and vocational education institutions have completed the digital governance model, digital operations, standardization of digital data, and opening of digital data warehouses.
- 70% Percentage of educational institutions from primary to high school that have completed the digital governance model, digital operations, standardization of digital data, and open digital data warehouse
In addition to the digital society development targets, the Ministry of Information and Communications sets the digital economy development targets by 2025 as follows:
- 20% of the digital economy's share of GDP
- At least 10% of the digital economy is in each industry or field.
- Over 10% share of e-commerce in total retail sales
- Over 80% of enterprises use electronic contracts.
- Over 50% of small and medium enterprises use digital platforms.
- More than 2% of the labor force is involved in the digital economy.
The national strategy on the development of the digital economy and digital society by 2025 with a vision towards 2030 must ensure the following purposes and requirements:
- For purposes:
+ Organizing the effective implementation of tasks assigned to the Ministry of Information and Communications in the National Strategy for Digital Economy and Digital Society Development to 2025, with an orientation to 2030 according to Decision 411/QD-TTg in 2022.
- Creating a strong change in the awareness and actions of leaders at all levels and sectors, both in the public and private sectors, to implement the Strategy and promote the development of the digital economy and digital society nationwide.

- Defining fully and specifically the tasks of the Ministry of Information and Communications that need to be implemented according to Decision 411/QD-TTg.
- The tasks are determined with focus, focus, implementation roadmap and ensure feasibility.
- Assigning responsibilities to perform in accordance with the functions and tasks of the units; ensuring close, effective, and timely coordination among units in the implementation of tasks.
Decision 466/QD-BTTTT takes effect from the date of signing and replaces Decision 1044/QD-BTTTT in 2022.
