On April 6, 2023, the Prime Minister of Vietnam issued Decision 348/QD-TTg approving the Strategy for Digital Transformation of Press till 2025, Orientation to 2030 (Strategy)
According to Decision 348/QD-TTg, the Prime Minister of Vietnam has set out the goals in the Strategy for Digital Transformation of Press till 2025, Orientation to 2030 as follows:
The digital transformation of the press aims to build press agencies in the direction of professionalism, humanity, and modernity; well fulfill the mission of information and propaganda to serve the revolutionary cause of the Party and the renovation cause of the country; ensure the leading role, orienting public opinion, and maintain information sovereignty in cyberspace; effectively innovate the reader experience; create new revenue sources; and promote the development of the digital content industry.
* Objectives to 2025
- 70% of press agencies put content on digital platforms (prioritizing domestic digital platforms).
- 50% of press agencies use a centralized data processing and analysis platform, applying artificial intelligence to optimize operations.
- 80% of press agencies operate and operate a model of a converged newsroom, in line with the development of advanced science and technology in the world, and produce content according to digital journalism trends.
- Press agencies optimize revenue sources, of which 30% increase revenue by at least 20%.
- 100% of higher education institutions with majors in journalism or journalism departments update their knowledge and skills in the digital journalism environment in their training programs for students.
- 100% of leaders, officials, reporters, and editors of press agencies are trained and fostered knowledge and skills on the digital transformation of the press.
- 100% of electronic press agencies have solutions to ensure the safety and security of information systems at Level 3 or higher.
- Forming and developing national digital platforms for the press.

- 90% of press agencies use a centralized data processing and analysis platform, applying artificial intelligence to optimize operations.
- 100% of press agencies operate a converged newsroom model and models suitable for the development of advanced science and technology in the world, producing content according to digital journalism trends. .
- Press agencies optimize revenue sources, of which 50% increase revenue by at least 20%.
In order to implement the Strategy "Digital transformation from now to 2025, orientation to 2030", the Prime Minister has set out the tasks and solutions for developing the digital platform in the coming time as follows:
- Develop tools for collecting, processing, evaluating, forecasting, monitoring, and monitoring press quality; build an index to assess the maturity level of press digital transformation.
- Promote the formation and development of the national digital (online) radio platform and the national digital (online) television platform; electronic journalism platform.
- Promote the development of a digital platform for press agencies to distribute press content and share press data; encourage press agencies with sufficient technological and financial potential to build their own platforms to meet the requirements of digital transformation.
- Support press agencies in promoting the application of information technology in management and operation through the implementation of an electronic newsroom management platform at press agencies.
- Research, develop, and apply technology in the digital transformation of journalism through key national science and technology programs.
