Ho Chi Minh City People's Committee issued Plan 968/KH-UBND on March 17, 2023 on the implementation of the Program to strengthen, develop, and improve the quality of family planning services in Ho Chi Minh City until 2030.

1. By 2023: 100% of women in HCMC will have access to modern contraceptive methods

According to Plan 968/KH-UBND, the targets for the implementation of family planning up to 2023 are set out as follows:

- 100% of women have access to modern methods of contraception, reproductive support, and infertility prevention in the community;

The proportion of women of childbearing age using modern contraceptive methods will continue to remain above 60% until 2030; reduce by two thirds the number of teenagers and young adults with unwanted pregnancies;

- 80% of family planning service providers meet quality standards as prescribed, including the non-public sector, by 2025, reaching 90% by 2030;

- 100% of communes continue to provide non-clinical contraceptives through population collaborators;

- 100% of district level have medical facilities providing family planning services, clinical contraceptive implementation, and technical support for lower levels by 2025 and maintaining them until 2030;

- Over 95% of the commune level regularly organizes propaganda and mobilizes people to implement family planning and use contraception; the consequences of abortion, especially for adolescents and young adults, are discussed.

2. Developing a network of family planning services in Vietnam

According to Plan 968/KH-UBND, the City People's Committee has set out the direction to develop the family planning service network in Vietnam as follows:

- Consolidate the family planning service provider network at all levels; invest in and supplement facilities and equipment for family planning service providers.

- Continuing training for family planning service providers, contraceptive implementation;

Training and fostering skills in counseling, monitoring, object management, and providing non-clinical contraceptives for staff, full-time staff, and population collaborators in the community; ensure human resources to perform family planning services at service providers.

- Expanding forms of providing contraceptives and family planning services at domestic and non-public health facilities; application of information technology in providing family planning services.

- Pilot implementation and gradually expand models: providing family planning/mobile reproductive health services in industrial parks, export processing zones;

Providing family planning/reproductive health services via network (telecommunications, internet) and other related models; maintaining and expanding the model of providing family planning/reproductive health services for adolescents and young adults.

- Piloting and gradually expanding models of assisted reproduction, prevention, and screening of infertility for young populations; early intervention and treatment of some causes of infertility in the community; interventions to reduce abortion in the community.

- Perfecting and improving the quality of the information system for managing the logistics of contraceptives and providing family planning services.

Organizing training and re-training on LMIS system administration for staff at all levels; regularly inspecting and supervising the implementation of LMIS.

- Inspecting and supervising the implementation of regulations on family planning work; organizing the implementation of quality supervision for facilities and family planning service providers.
