On December 28, 2018, the Ministry of Labor, Invalids and Social Affairs (MOLISA) issued Circular 48/2018/TT-BLDTBXH regulating the minimum knowledge volume and competency requirements that learners must achieve after graduating from intermediate and college levels in the fields of electrical engineering, electronics, and telecommunications.

According to the Regulations on the minimum knowledge volume and competency requirements that learners must achieve upon graduation from intermediate level, college level in the Mechanical Electrical Refrigeration in Fisheries discipline, issued together with Circular 48/2018/TT-BLDTBXH, the Mechanical Electrical Refrigeration in Fisheries discipline at the college level is a profession where practitioners perform operations, maintenance, and repair of equipment and refrigeration systems on fishing vessels, processing and preserving seafood factories, units that construct and install seafood refrigeration systems, consultancy units, construction and installation of seafood refrigeration systems, cold storage trading-service establishments, meeting the requirements of level 5 in the Vietnam National Qualifications Framework.
The main tasks of workers in the Mechanical Electrical Refrigeration in Fisheries profession include: installing seafood refrigeration systems; installing electrical systems in seafood refrigeration systems; operating seafood refrigeration systems; maintaining seafood refrigeration systems; repairing refrigeration machinery and equipment; maintaining and repairing electrical equipment in refrigeration systems; trading materials - seafood refrigeration equipment... ensuring proper techniques and safety for people and equipment. Additionally, the work of the profession is also carried out at consultancy units, business, services for refrigeration machinery and equipment establishments.
Professionals often work in facilities that exploit, process, and preserve seafood with changing temperature environments, noise levels, and frequently come into contact with electrical equipment, pressure equipment, and refrigerants; facing time pressure and requirements to ensure the satisfaction of businesses, customers, and partners. Therefore, the labor force must have good health, good professional ethics, a cooperative spirit, teamwork, and adequate professional knowledge and skills to meet job positions.
Minimum knowledge volume: 2,500 hours (equivalent to 90 credits).
Note, after graduation, learners have the competency to meet the requirements at job positions of the profession, including:
- Installing electrical systems in seafood refrigeration systems;
- Operating seafood refrigeration systems;
- Maintaining seafood refrigeration systems;
- Repairing seafood refrigeration machinery and equipment;
- Maintaining and repairing electrical equipment in refrigeration systems;
- Trading materials - seafood refrigeration equipment;
- Consulting services for refrigeration machinery and equipment.
Additionally, the minimum knowledge volume and competency requirements that learners must achieve upon graduation in the Mechanical Electrical Refrigeration in Fisheries profession at the college level can continue to develop at higher levels. After graduation, learners have the ability for self-study, self-updating of scientific and technological advancements within the scope of the profession to enhance their level or transition to higher levels within the group of professions or in the same field of training.
