Regarding this matter, LawNet would like to answer as follows:

1. Principles for calculating bonuses according to Decree 98/2023/ND-CP

The principles for calculating bonuses according to Article 53 of Decree 98/2023/ND-CP are as follows:

- Bonuses for individuals, teams, and households receiving commendations are calculated based on the basic salary level determined by the Government at the time of issuing the decision to recognize the emulation title and the decision on the form of commendation.

- Bonuses are rounded up to the nearest tens of thousands of Vietnamese dong after being multiplied by the coefficient of the basic salary level.

- Higher emulation titles and forms of commendation correspond to higher bonus amounts.

- For the same form of commendation and the same level of commendation, the bonus amount for teams is higher than that for individuals.

- At the same time, if an individual achieves multiple emulation titles, with different durations for achieving those titles, they will receive the corresponding bonuses for each emulation title.

- Similarly, if an individual achieves multiple forms of commendation, with different durations and achievements for those forms of commendation, they will receive the corresponding bonuses for each form of commendation.

- In the case where an individual is awarded both an emulation title and a form of commendation, they will receive the bonuses for both the emulation title and the form of commendation.

- In the event of implementing salary reform policies, the Government will determine the emulation and commendation fund and the bonus amounts for emulation titles and forms of commendation awarded to individuals, teams, and households.

2. Bonus amounts for archiving emulation titles in Vietnam as of January 1, 2024

The bonus amounts for emulation titles according to Article 54 of Decree 98/2023/ND-CP are as follows:

* For individuals:

- Emulation title of "National Emulation Fighter" is awarded along with a Certificate of Recognition, frame, badge, badge case, and a bonus of 4.5 times the basic salary level.

- Emulation title of "Emulation Fighter of the Ministry, Department, and Central or Provincial Authority" is awarded along with a Certificate of Recognition, frame, badge, badge case, and a bonus of 3.0 times the basic salary level.

- Emulation title of "Grassroots-Level Emulation Fighter" is awarded a Certificate of Recognition, a frame, and a bonus of 1.0 times the basic salary level.

- Emulation title of "Advanced Laborer", "Advanced Fighter" is awarded a bonus of 0.3 times the basic salary level.

* For teams:

- Emulation title of "Excellent Labor Collective", "Determined-to-Win Unit" is awarded a Certificate of Recognition, a frame, and a bonus of 1.5 times the basic salary level.

- Emulation title of "Advanced Labor Collective", "Advanced Unit" is awarded a bonus of 0.8 times the basic salary level.

- Emulation title of A typical commune, ward, or town is awarded a Certificate of Recognition, frame, and a bonus of 2.0 times the basic salary level.

- Emulation title of village or street quarter of culture is awarded a Certificate of Recognition, a frame, and a bonus of 1.5 times the basic salary level.

- "Emulation Flag of the Government of Vietnam" is awarded a flag and a bonus of 12.0 times the basic salary level.

- "Emulation Flag of the Ministry, Department, and Central or Provincial Authority" is awarded a bonus of 8.0 times the basic salary level.

- Emulation titles and emulation flags of military regions, corpses, services, armies, general departments, and equivalences of the Ministry of National Defense of Vietnam and the Government Cipher Committee will be stipulated by the Minister of National Defense of Vietnam; the emulation flag of the national universities is awarded a flag and a bonus of 6.0 times the basic salary level.

3. Bonus amounts for archiving Orders in Vietnam as of January 1, 2024

The bonus amounts for archiving Orders according to Article 55 of Decree 98/2023/ND-CP are as follows:

- Individuals awarded or posthumously awarded various types of medals are given a Certificate, frame, accompanying medal, and a bonus as follows:

+ "Gold Star Order": 46.0 times the basic salary level.

+ "Ho Chi Minh Order": 30.5 times the basic salary level.

+ "Independence Order" First Class, "Military Merit Medal" First Class: 15.0 times the basic salary level.

+ "Independence Order" Second Class, "Military Merit Medal" Second Class: 12.5 times the basic salary level.

+ "Independence Order" Third Class, "Military Merit Medal" Third Class: 10.5 times the basic salary level.

+ "Labor Order" First Class, "Feat Order" First Class, "Fatherland Defense Order" First Class: 9.0 times the basic salary level.

+ "Labor Order" Second Class, "Feat Order" Second Class, "Fatherland Defense Order" Second Class, "Great National Unity Order": 7.5 times the basic salary level.

+ "Labor Order" Third Class, "Feat Order" Third Class, "Fatherland Defense Order" Third Class, and "Bravery Medal": 4.5 times the basic salary level.

- Teams awarded with various types of medals are given a Certificate, frame, accompanying medal, and a bonus twice the bonus amount for individuals as stipulated in Article 55.1 of Decree 98/2023/ND-CP.
