On February 25, 2020, the Ministry of Labor, War Invalids and Social Affairs of Vietnam issued Circular 03/2020/TT-BLDTBXH guiding the implementation of certain policies regarding Veterans as stipulated in Decree 157/2016/ND-CP dated November 24, 2016, of the Government of Vietnam, amending and supplementing Decree 150/2006/ND-CP dated December 12, 2006, detailing and guiding the implementation of certain articles of the Ordinance on Veterans.
According to Circular 03/2020/TT-BLDTBXH, retired veterans receiving pensions, social insurance allowances, and monthly preferential subsidies for people with meritorious services to the revolution shall receive an allowance when they cease to work for the Veterans Association in Vietnam. This includes the following subjects:
- Veterans elected, appointed, or recruited to perform duties at the Veterans Association from the central level to the district level;
- Veterans who are Presidents of the Veterans Association at the commune level;
- Veterans who are Vice Presidents of the Veterans Association at the commune level.

Regarding the authority to decide on the cessation of duties within the Veterans Association in Vietnam, the regulations are as follows:
- Based on the opinion (in written form) of the authorized Party committee (according to the hierarchical structure) regarding the appointment, recruitment, retirement, and cessation of duties of Veterans participating in Association activities. The Executive Committee of the Veterans Association (or the Standing Committee of the Veterans Association) at the authorized level confirms the election results, appointment, and recruitment of officials participating in Association activities, and the President of the Veterans Association at that level decides to terminate the duties of the official
- Veterans Associations at all levels are responsible for providing allowances for the cessation of duties within the Association to the officials under their management when there is a decision to cease duties within the Association at the authorized level.
