Recently, the Prime Minister requested that by November 30, 2024, the Ministry of Finance of Vietnam must submit to the competent authorities for guidance on the implementation of funds for temporary housing and dilapidated housing support.

On November 18, 2024, the Prime Minister of the Government of Vietnam issued Official Telegram 117/CD-TTg regarding the continued promotion of eliminating temporary and dilapidated housing nationwide.

Before November 30, 2024, the Ministry of Finance of Vietnam submits to the competent authorities for guidance on the implementation of the use of funds supporting temporary and dilapidated housing

To successfully fulfill the goal of eliminating temporary and dilapidated housing nationwide by 2025, the Prime Minister of the Government of Vietnam mandates following guidelines:

- Ministers, Heads of agencies equivalent to ministries, agencies reporting to the Government of Vietnam, and Chairpersons of Provincial People's Committees, and central-affiliated cities to focus urgently on implementing decisively, synchronously, and effectively the directives of the Prime Minister of the Government of Vietnam in Official Telegram 102/CD-TTg dated October 6, 2024, Directive 42/CT-TTg dated November 9, 2024, on the vigorous implementation of eliminating temporary and dilapidated housing nationwide; Conclusions of the Prime Minister of the Government of Vietnam at the first meeting of the Central Steering Committee for the nationwide elimination of temporary and dilapidated housing (Announcement 523/TB-VPCP dated November 16, 2024).

- The Ministry of Labor, War Invalids, and Social Affairs of Vietnam shall lead in cooperation with the Central Committee of the Vietnam Fatherland Front, the Ministry of Finance, the Committee for Ethnic Minorities to guide, inspect, and expedite localities in carrying out assigned tasks, especially in developing plans for mobilizing and utilizing support resources, accelerating disbursement at the local level, and promptly summarizing difficulties and obstacles from practice and proposing specific recommendations, reporting to the Central Steering Committee for the elimination of temporary and dilapidated housing nationwide (Central Steering Committee).

- The Ministry of Finance of Vietnam shall:

+ Submit to competent authorities before November 30, 2024, guidelines for implementing the use of funds from the saving of 5% of the recurrent state budget expenditures in 2024 to support the elimination of temporary and dilapidated housing (according to the resolution of the National Assembly); agree with the Ministry of Labor, War Invalids, and Social Affairs for immediate allocation upon approval.

+ Guide enterprises in calculating deductible expenses when computing corporate income tax for support contributions to the elimination of temporary and dilapidated housing according to legal regulations, reporting to competent authorities on issues beyond their authority.

- The Ministry of Construction shall:

+ Urgently submit to the Prime Minister of the Government of Vietnam for issuance of a Decision on support levels for the construction of new, improvement, or repair of houses for those who have contributed to the revolution, relatives of martyrs; coordinate with ministries and related agencies to effectively implement the Decision of the Prime Minister.

+ Guide localities in researching and designing some typical housing models suitable for the cultural and climatic characteristics of each locality and region.

- The Committee for Ethnic Minorities and localities shall urgently devise plans to address difficulties and obstacles in implementing housing support under the National Target Program for socio-economic development in ethnic minority and mountainous areas, promptly report to Steering Committees at all levels on issues beyond their authority.

- People's Committees of provinces and central-affiliated cities in Vietnam shall:

+ Urgently establish and direct the establishment of Steering Committees for the elimination of temporary and dilapidated housing at the local level (provincial, district, and commune levels) led by the Party Secretary as Head of the Steering Committee, the Chairman of the People's Committee, and the Chairman of the Vietnam Fatherland Front at the same level as Permanent Deputy Heads of the Steering Committee; members of the Steering Committee are heads of provincial departments and authorities, related agencies; the Labor, War Invalids, and Social Affairs sector serves as the standing body; completed in November 2024.

+ Focus on effectively organizing the movement "Joining hands to eliminate temporary and dilapidated housing nationwide by 2025", enhancing information dissemination, creating social consensus, especially in mobilizing financial resources and manpower support for eliminating temporary and dilapidated housing in their localities.

+ Urgently create specific plans, concentrate on directing the immediate disbursement of supported and mobilized resources to eliminate temporary and dilapidated housing in their areas; proactively coordinate and work with committed investors for implementation (based on the list from the Ministry of Labor, War Invalids, and Social Affairs, the standing body of the Central Steering Committee sends to localities); ensure promptness, effectiveness, correct objectives, prevent loss, waste, and negativity; strictly handle violations.
