Regarding this issue, LawNet would like to answer as follows:

October 27, 2023, the Prime Minister issued Directive 27/CT-TTg in 2023, requiring continued promotion of reform solutions and improving efficiency in handling administrative procedures and providing public services to serve people and businesses.

Before December 15, 2023, the list of administrative procedures eligible for performing online public services in Vietnam must be completed.

The Prime Minister requested strict implementation of announcements, publicity, and full transparency of administrative procedures according to regulations; required ministries and branches before December 15, 2023, to complete the publication of the list of administrative procedures under their management that are eligible to perform full online public services for localities to organize and implement uniformly throughout the country.

100% of administrative procedure records of ministries, branches, and localities must be received and resolved on the Administrative Procedures Information System and must be connected and synchronized with the National Public Service Portal for people and businesses to monitor and evaluate the implementation process.

Digitize records and results of administrative procedures in accordance with the Government's regulations in Decree 45/2020/ND-CP and Decree 107/2021/ND-CP; associate digitalization with the performance of duties of officials, civil servants, and public employees in the process of receiving and resolving administrative procedures; 100% of commune-level People's Committees implement authentication of electronic copies from originals; Urgently complete national databases and specialized databases on schedule and connect and share data with the National Public Service Portal, the National Population Database, and the information system for handling administrative procedures at ministerial and provincial levels.

Before December 15, 2023, complete the connection of the electronic data management warehouse of organizations and individuals to the information system for handling administrative procedures at ministerial and provincial levels with the Electronic Data Management Warehouse of organizations and individuals on the National Public Service Portal; it is strictly prohibited to require people and businesses to provide information, documents, and results of administrative procedures that have been digitized or shared from national and specialized databases in accordance with regulations.

Focusing on carefully reviewing and restructuring processes, reducing and simplifying administrative procedures based on electronic communication, and reusing data to build and provide online public services and online payments, ensuring compliance with user-centered principles.

Determined not to build or provide online public services for administrative procedures or groups of interconnected administrative procedures that have no plan to restructure and simplify the process or do not generate documents in the last three years; reviewing, temporarily stopping providing, and quickly investing in upgrading and perfecting online public services that do not meet the announced service level, are not smooth, simple, and convenient; reducing implementation time and costs compared to doing it directly or by post.
