Be cautious of storms and floods when constructing railway works in Vietnam

Recently, the Ministry of Transport issued Circular 01/2010/TT-BGTVT regulating the prevention, response, and recovery from floods, storms, incidents, and natural disasters in railway operations, including provisions on the prevention of floods, storms, incidents, and natural disasters for railway works in Vietnam.

Article 17 of Circular 01/2010/TT-BGTVT stipulates that construction projects with an execution period that extends through the flood or storm season must consider flood and storm prevention and control measures, incidents, and natural disasters for unfinished works, auxiliary works, and construction equipment to ensure safety for storage yards, workshops, and shelters. Railway construction needs to adhere to the following principles:

- Do not dispose of waste materials, excess concrete into the river, leave scaffolding foundations, or sheet piles in the riverbed that obstruct the flow of water;

- When there is a forecast of floods or storms likely to occur in the project area, promptly check the actual state of the project and construction equipment for their ability to withstand storms and floods. If the state has not been reviewed in the construction drawing design, immediately check their stability and propose handling measures promptly;- For steel or concrete bridge girders under launching, formwork on scaffolds, check their stability against overturning and sliding. Enhance their safety by lowering the girders, adding counterweights, connecting brickwork, tightening clamps, and securing anchors;

- For pile-driving barges, floating platforms in construction service, check their stability and quickly address by lowering the center of gravity of the equipment on the barge or platform, sealing water entry holes in the platform, and anchoring them from four sides. If possible, evacuate the floating equipment to the shore, in wind-sheltered areas, standing water, and easy-to-anchor locations;

- Clean the riverbed, riverbanks, and construction site before handing over the project.
