- The topographic base is a topographic map at a scale of 1:50,000 (VN2000 coordinate system) or a larger scale edited to a scale of 1:50,000, issued by the Ministry of Natural Resources and Environment.- The hydrogeological base is a hydrogeological map at a scale of 1:50,000 or larger, edited to a scale of 1:50,000. The hydrogeological map serves as the basis for determining the distribution area, water-bearing level, chemical composition, and exploitation capacity of groundwater, and for identifying stratigraphic units and water-bearing structures.

In cases where the mapping area does not have an existing hydrogeological map, it is necessary to conduct surveys, draw, and prepare hydrogeological maps with sufficient information content to ensure the creation of groundwater resource maps.

Technical inspection and product acceptance are carried out according to the current regulations of the Ministry of Natural Resources and Environment.
