On May 31, 2024, the Minister of Industry and Trade of Vietnam issued Decision 1320/QD-BCT regarding the Regulation on the management of science and technology tasks at the ministerial level of the Ministry of Industry and Trade.

1. Basis for developing proposals for science and technology tasks of the Ministry of Industry and Trade of Vietnam

The basis for developing proposals for science and technology tasks of the Ministry of Industry and Trade of Vietnam is stipulated in Article 8 of the Regulation issued with Decision 1320/QD-BCT in 2024 as follows:

- Directives of the Vietnam Communist Party and the State.

- Orientations, strategies, and development plans for the industry and trade sector and other sectors and fields managed by the Ministry of Industry and Trade.

- Strategies for science, technology, and innovation serving the development of the industry and trade sector.

- Science and technology programs and projects for the medium and long-term phases of the Ministry of Industry and Trade.

- Needs to serve policy making, legal, and state management work of the Ministry of Industry and Trade.

- Urgent science and technology issues, as required by leaders of the Vietnam Communist Party, the State, the Government of Vietnam, or the Ministry of Industry and Trade for immediate implementation.

2. Proposal of science and technology tasks in Vietnam

- Based on the regulations in Section 1, organizations and individuals prepare and submit proposals for science and technology tasks to the Ministry of Industry and Trade. The proposal dossier includes:

+ A document proposing science and technology tasks;

+ A summary table of the list of proposed science and technology tasks according to form B1-DXKH-BCT in the Appendix issued with this Regulation. In case there are two or more task proposals of the same form, they must be arranged in the order of urgency and feasibility;

+ Task proposal forms prepared according to the forms in the Appendix issued with this Regulation corresponding to the form of the science and technology task. To be specific:

++  Form  B2a-PDXDT-BCT  for  science  and  technology  topics,  scientific  projects;

++  Form  B2b-PDXDASX-BCT  for  trial  production  projects;

++  Form  B2c-PDXDAKH-BCT  for  science  and  technology  projects;

++  Form  B2d-PDXCT-BCT  for  science  and  technology  programs;

++  Proposals  for  potential  ministerial-level  science  and  technology  tasks  depending  on  the  form  of  the  proposed  task,  whether  it  is  a  topic  or  a  science  and  technology  project,  are  prepared  according  to  the  corresponding  forms  B2a-PDXDT-BCT  and  B2c-PDXDAKH-BCT.

- Specifications and quantity of the proposal dossier

+ The dossier is presented on A4-sized paper, using Vietnamese font of the Unicode character set according to national standard TCVN 6909:2001.

+ The number of dossiers includes:

++  01  original  dossier  (paper  version  with  stamp  and  direct  signature)  bound  as  one  volume;

++  01  electronic  version  in  PDF  format  (without  password)  and  01  electronic  version  in  the  original  format  (Microsoft  Word,  Microsoft  Excel,  AutoCad,  etc.)  saved  on  a  USB  containing  the  documents  of  the  original  dossier.

- Proposals are sent via postal service or directly submitted at the office of the Ministry of Industry and Trade.

3. Consolidation and handling of science and technology task proposals in Vietnam

- The task management unit consolidates the task proposals submitted by agencies, organizations, and individuals or those proactively proposed by the Ministry of Industry and Trade and proceeds to:

+ Review and assess the completeness of the proposal dossier as stipulated in Section 2;

+ Send a request letter to the National Agency for Science and Technology Information, Ministry of Science and Technology, to conduct information searches related to the science and technology tasks already implemented or currently being implemented relevant to the task proposal in the national science and technology database;

+ Coordinate with relevant functional units within the Ministry of Industry and Trade to conduct a preliminary review and evaluation of the task proposal's appropriateness according to the regulations in Articles 5 and 8 of the Regulation issued with Decision 1320/QD-BCT.

- For task proposals that meet the stipulated requirements, the task management unit reports to the Minister of Industry and Trade for consideration and decision to submit to the Advisory Council for determining science and technology tasks.
