The Ministry of Transport issued Circular 29/2022/TT-BGTVT dated December 1, 2022, on guidance on building economic and technical norms for public services using state budgets under the management responsibility of the Ministry of Transport.

1. Basis for building economic - technical norms in Vietnam

According to Article 5 of Circular 29/2022/TT-BGTVT, regulations on the basis for building economic-technical norms are as follows:

- Standards, national technical regulations, technical processes, technological processes, design documents, and technical documents of the manufacturer.

- Current legal regulations on employees' working regimes.

- Actual operating conditions of the units in terms of human resources, physical facilities, technical infrastructure equipment, financial resources, and land; capacity and level of organization to provide public services of the unit.

- Statistical data, actual survey data, and related documents.

- Economic - technical norms and procedures for determining specialized economic - technical norms have been issued to determine the consumption level for each job or group of jobs.

- List of public services using the state budget issued by competent authorities.

2. Principles for building economic-technical norms in Vietnam

According to Article 4 of Circular 29/2022/TT-BGTVT, regulations on principles for building economic-technical norms are as follows:

- Comply with national standards, technical regulations, and technical processes announced and issued by competent state agencies for public service delivery, ensuring advancement, consistency, and inheritance.

- Be developed based on scientific and technological achievements, ensuring stability over a certain period of time and in accordance with practical requirements.

- Be developed according to each individual product or service or group of products and services that are similar in content, implementation process, nature, means, and sequence of implementation of work items of public products and services;

This group of services is determined by the agency in charge of developing economic - technical norms and must be clearly explained during the process of building economic - technical norms.

- Ensure consistency in the construction of economic-technical norms, meeting the state management requirements of public service services of the Ministry of Transport.

- Ensure accuracy, completeness, suitability, and efficiency in the management and implementation of public service services.

3. Content of economic - technical norms in Vietnam

According to Article 7 of Circular 29/2022/TT-BGTVT, regulations on the content of economic and technical norms are as follows:

Economic-technical norms include the following main contents:

- Instructions for applying economic - technical norms, including: scope of application; subjects of application; conditions apply;

Natural - social factors and other conditions related to job performance are used to determine adjustment coefficients corresponding to difficulty levels compared to applicable conditions (if necessary).

- Job content: lists job content description, basic operations, and main operations to perform the job from preparation to completion to perform a public service.

- Waste norms: are the necessary costs to complete a public service product or a workload of a public service.

- Procedure for developing the content of economic-technical norms; Documents reporting the results of building economic-technical norms and determining the costs of economic-technical norms are implemented according to the Appendix issued with Circular 29/2022/TT-BGTVT.

Circular 29/2022/TT-BGTVT takes effect on February 1, 2023.
