The Ministry of Transport promulgates Circular 27/2018/TT-BGTVT detailing the basic contents of the speed orders.
To be specific, the basic content related to the construction of speed ordinances defined by Circular 27 includes:
- Railway gauge;- The itinerary of stations, depots, and locations with technically permissible speed restrictions in railway construction (railway alignment elements, construction sites, other critical locations on the line requiring speed restrictions);- Other information related to railway traffic operations on each section, section control, railway lines;- Other regulations related to the movement of trains, rescue and relief trains, construction machinery on the railway;- For construction sites, speed restrictions are permitted according to each construction phase.
Additionally, Circular 27 also mentions the table of technically permissible speeds for railway constructions and critical locations requiring speed restrictions on each section, section control, railway lines, including the following content:
- Train speed (km/h): Maximum permitted speed; slow speed;- Locations for speed changes;- Note that the locations with the above speeds must clearly state the following information: Initial point and end point itinerary; length of sections, section controls, other critical locations on the line requiring speed restrictions on each railway line; names by locality denomination (if any);- The table of technically permissible speeds for railway construction as per the template prescribed in the Appendix issued with this Circular.
