The Ministry of National Defense has just signed and issued Circular 202/2013/TT-BQP providing guidance on the order, procedures for confirmation; organization of the implementation of preferential policies for people with meritorious services to the revolution under the responsibility of the Ministry of National Defense.
Circular 202/2013/TT-BQP stipulates the cases of sacrifice as stated in Point d, Clause 1, Article 17 of Decree 31/2013/ND-CP, which is “Directly participating in the fight against or preventing actions dangerous to society stipulated in the Criminal Code” must have one of the following documents as a basis for issuing the martyr's death notice:

- Conclusion from the investigative agency;- In case the criminal subject cannot be identified, there must be a decision to prosecute the case or a decision to temporarily suspend the investigation of the case;- In case the criminal subject flees or cannot be identified as to their place of residence, there must be a decision to issue a wanted notice for the suspect;- In case the case is prolonged, there must be a decision to extend the investigation;- In case the person committing the dangerous act to society does not have criminal liability, is not of age to bear criminal liability, or has died, one of the following documents must be available: Decision not to prosecute the case, decision to cancel the decision to prosecute the case, decision to suspend the investigation of the case.
