The Law on Thrift Practice and Waste Combat 2013 officially took effect on July 01, 2014. This Law stipulates the management and use of the state budget and resources. Notably, it includes provisions on the system of norms, standards, and policies serving as the basis for practicing thrift and combating waste.
To be specific, according to Article 11 of the 2013 Law on Thrift Practice and Waste Combat, the system of norms, standards, and policies serving as a basis for practicing thrift and combating waste includes:
- Norms, standards, and policies issued by competent state agencies as prescribed by law, applicable nationwide or within sectors, fields, and localities;- Norms, standards, and policies issued by agencies and organizations assigned to manage, use state budget, state capital, state assets, labor and labor time in the state sector, and natural resources within their jurisdiction;- Norms, standards, and policies stipulated in the internal spending regulations of agencies and organizations, which are developed and issued in accordance with the law.
Additionally, the law also stipulates that norms, standards, and policies issued by competent state agencies, which apply nationwide or within sectors, fields, and localities, must ensure the following principles:
- Scientifically and practically grounded;- Suitable to the capacity of the state budget and the assigned functions and tasks;- Based on socio-economic development requirements to issue or promptly review, amend, and supplement;- Norms, standards, and policies applicable within sectors, fields, and localities should be consistent with those applicable nationwide, unless otherwise provided by law;- Follow the legal process of issuing normative legal documents and other relevant legal provisions;- Norms, standards, and policies within the internal spending regulations issued by the heads of agencies and organizations must ensure the following principles:- Consistent with norms, standards, and policies applicable nationwide, within sectors, fields, and localities;- Suitable to the financial capacity of the agency or organization and the assigned duties;- Internal spending regulations must be openly discussed within the agency or organization and involve the participation of grassroots trade union organizations.
