Based on the Construction of the Annual and Periodic Task List for the National Innovation Proposal

Circular 01 stipulates the annual and periodic task list determination as follows:

1. Basis for task proposal:

- Activities of Scheme 844 stipulated in clause 1, Section III, Article 1 Decision 844/QD-TTg;- The master plan and annual plan of the Steering Committee of Scheme 844 regarding tasks to be implemented in each phase;- Directives and operational documents from the Leaders of the Communist Party, the State; Cooperation agreements at the Government of Vietnam level, Ministry level;- Needs of the entities participating in building the national innovative startup ecosystem.

2. Annually or periodically, the task management unit shall post a task proposal submission announcement on the Electronic Information Portal of the Ministry of Science and Technology with a proposal submission period of at least 30 days.

3. Central and local agencies, organizations, and individuals send their task proposals to the task management unit for aggregation.

4. Within 10 working days from the end of the task proposal submission period, the task management unit is responsible for reviewing duplication, aggregating task proposals, and submitting them to the Minister of Science and Technology for a decision to establish an advisory council to determine tasks according to task groups.

5. Within 10 working days from the result of the advisory council's task determination, the task management unit shall cooperate with the financial management unit and related units to present to the Minister of Science and Technology for approval of the annual and periodic task list.
