Recently, the State Bank issued Circular 34/2012/TT-NHNN regulating the development and maintenance of banking operation software of Vietnam.

Article 19 of Circular 34/2012/TT-NHNN stipulates that banking operation software applied to multiple user units must be first piloted before widespread deployment. The information technology lead unit is responsible for organizing and implementing a pilot deployment plan. The pilot deployment plan must clearly state the content, duration, and specific responsibilities of each relevant unit during the pilot phase, including:
- Information technology lead unit;
- Business lead unit;
- Software development unit;
- User units participating in the pilot deployment.
The information technology lead unit is responsible for organizing training for user units participating in the pilot project. At the end of the pilot deployment:
- User units participating in the pilot project report the pilot deployment results and any adjustment requirements (if any) to the information technology lead unit;
- The information technology lead unit prepares a report on the pilot deployment results along with documents for adjustment requests (if any) and sends it to the business lead unit and the software development unit for coordination. In case of arising business-related issues, the business lead unit and the information technology lead unit must coordinate to agree on a handling plan;
- The software development unit proceeds with software adjustments after the end of the pilot deployment and updates related adjustment documents (if any), then sends them to the information technology lead unit for checking and acceptance of software adjustments and related documents (if any) before conducting training and workshops.
