According to the Resolution of the Standing Committee of the National Assembly, Ba Ria – Vung Tau will officially have an additional city under its jurisdiction from March 1, 2025.

On January 15, 2025, the Standing Committee of the National Assembly of Vietnam issued Resolution 1365/NQ-UBTVQH15 on the establishment of wards under the district-level town of Phu My and the establishment of Phu My City, Ba Ria - Vung Tau province.
Resolution 1365/NQ-UBTVQH15 of 2025 establishes wards under the district-level town of Phu My and Phu My City from March 01, 2025.
* Establishing wards under the district-level town of Phu My
- Establishing Tan Hoa Ward based on the entire natural area of 29.46 km2 and a population size of 16,457 from Tan Hoa Commune.
Tan Hoa Ward borders Phuoc Hoa Ward, Tan Hai Ward, Chau Pha Commune, Toc Tien Commune, and Vung Tau City;
- Establishing Tan Hai Ward based on the entire natural area of 22.11 km2 and a population size of 19,301 from Tan Hai Commune.
Tan Hai Ward borders Tan Hoa Ward, Chau Pha Commune; Ba Ria City and Vung Tau City.
* Establishing Phu My City
Based on the entire natural area of 333.02 km2 and a population size of 287,055 from the district-level town of Phu My.
Phu My City borders Ba Ria City, Vung Tau City, Chau Duc District; Ho Chi Minh City, and Dong Nai Province.
After establishment, Phu My City will have 10 commune-level administrative units, including:
- 07 wards: Hac Dich, My Xuan, Phu My, Phuoc Hoa, Tan Hai, Tan Hoa, Tan Phuoc.
- 03 communes: Chau Pha, Song Xoai, Toc Tien.
From March 01, 2025, Ba Ria – Vung Tau province will have 07 district-level administrative units, including 04 districts and 03 cities; 77 commune-level administrative units, including 40 communes, 30 wards, and 07 commune-level towns.
Thus, Ba Ria – Vung Tau province will have a new city under provincial authority from March 01, 2025, raising the total number of cities under this province to 03 cities, including: Ba Ria City, Vung Tau City, and Phu My City.
Under Article 5 of Resolution 1211/2016/UBTVQH13, a city under provincial authority must meet the following criteria:
- A population size of 150,000 or more.
- A natural area of 150 km2 or more.
- Undergoing administrative units:
+ Number of commune-level administrative units of 10 or more;
+ The proportion of wards over total commune-level administrative units from 65% or more.
- Recognized as a grade I, II, or III urban area; or the area proposed to establish a provincial city, a city under central authority has been classified meeting the criteria of grade I, II, or III urban area.
- The structure and level of socio-economic development meet the regulations in Appendix 1 issued together with Resolution 1211/2016/UBTVQH13. To be specific:
+ Balanced budget revenues and expenditures: Surplus
+ Per capita income compared to the national average: 1.05 times
+ Average economic growth rate in the last 3 years (%): Meets the average of the province, city under central authority
+ Average poverty rate in the last 3 years (%): Meets the average of the province, city under central authority
+ Proportion of industry, construction, and services in the economic structure: 80%
+ Proportion of non-agricultural labor in urban inner city, districts, and wards: 80%
