This is a notable regulation in Decree 66/2015/ND-CP stipulating the responsibilities of aviation authorities.
To be specific, in Article 9 of Decree 66/2015/ND-CP, it is stipulated that in the event of aviation incidents or accidents, the aviation authority will perform the following rights and duties:

- Establish an aviation incident and accident reporting system within the aviation industry; aggregate, analyze reports, and evaluate aviation incidents and accidents.
- Organize the investigation, analysis, verification, and assessment of situations threatening aviation safety and security, aviation incidents, and accidents.
- Direct and supervise the handling and rectification of situations threatening aviation safety and security, aviation incidents, and accidents; issue necessary recommendations and directives to prevent and avert aviation incidents and accidents.
In addition, the aviation authority has the right to receive and implement plans for special flights within the civil aviation industry. They are to direct and supervise aviation agencies and units in the execution of special flights; ensure the security and safety standards of special flights.
This Decree stipulates that the aviation authority is tasked to publish and release domestically and internationally publications, documents, and information related to civil aviation activities, including:
a) Aeronautical Information Publication (AIP);
b) International Notification for Aircraft Movements (NOTAM);
c) Aeronautical Information Circular (AIC).
