Recently, the Ministry of Labor, War Invalids and Social Affairs issued Circular 05/2020/TT-BLDTBXH regulating the organizational and operational statutes of district-level Public Vocational Education Centers in Vietnam.

Circular 05/2020/TT-BLDTBXH stipulates the autonomy rights of District-level Public Vocational Education Centers in Vietnam as follows:
- Vocational education institutions have autonomy in activities related to organization and personnel, finance and assets, training and technology, international cooperation, ensuring training quality as prescribed by law; are accountable to the competent state agencies, learners, and society for their organization, management of activities, and training quality.
- Public vocational education institutions ensuring self-sufficiency in all regular operation and investment costs are granted comprehensive autonomy as per the regulations of the Government of Vietnam.
- Vocational education institutions lacking self-sufficiency capability or violating laws in the exercise of autonomy rights will be subjected to restrictions in autonomy rights and penalties according to legal provisions, depending on the severity of the violation.
- Determine the objectives, mission, strategy, and development plans of the Center;
- Decide on the establishment of organizational apparatus, development of the team of teachers and managerial staff based on the strategy and development planning of the Center;
- Manage financial revenues and expenditures, invest in developing conditions ensuring training quality according to legal provisions and regulations on financial autonomy for public vocational education centers;
- Determine and publicly announce admission methods and targets as prescribed by the Minister of Labor, War Invalids, and Social Affairs of Vietnam; decide the methods of organizing and managing training, training formats; make decisions on training cooperation with qualified domestic vocational education institutions according to legal provisions; manage admissions and learner administration; develop training programs; organize the compilation or selection of teaching materials suitable with the training objectives for each training program; print certificate templates, manage and issue certificates to learners as per legal provisions;
- Organize and implement scientific and technological research activities, international cooperation according to the Center's strategic and development plans; ensure the training quality of the Center; select vocational education quality accreditation organizations for registration of accreditation;
- Develop the organizational and operational regulations of the Center; stipulate the functions and duties of the subordinated organizations of the Center.
