Automobile Drivers to Learn Additional Content on Traffic Ethics from December 2019

Recently, the Ministry of Transport has issued Circular 38/2019/TT-BGTVT, amending and supplementing Circular 12/2017/TT-BGTVT on the training, testing, and issuance of road motor vehicle driving licenses. Several contents regarding the training, testing, and issuance of automobile driving licenses have been changed.

Among these changes, noteworthy additions include new content in the subjects "Driver Ethics" and "Traffic Culture." According to Circular 12/2017/TT-BGTVT at Point d, Clause 3, Article 15, this subject comprises 6 basic contents:

- Fundamental issues regarding ethical qualities in the current stage;- Professional ethics of drivers;- Market mechanism and competition in transportation business activities;- Responsibilities and authorities of employers and drivers in transportation business;- Emergency first aid practices;- Examination.

Now, Circular 38/2019/TT-BGTVT adds 02 new contents to this subject:

- Traffic culture;- Prevention and control of the harmful effects of alcohol when participating in traffic.

The addition of new learning content does not increase the training hours; however, it can be seen that there is more emphasis on educating the driver's responsibility when participating in traffic.
