Authorized to Speak and Provide Information to the Press

1. In ministries, ministerial-level agencies, agencies under the Government of Vietnam; general departments affiliated to ministries, ministerial-level agencies; People's Committees at the provincial level, the head of the agency may authorize a responsible person within the state administrative agency to issue or provide information to the press regarding specific issues assigned.

2. The head of state administrative agencies of departments, specialized agencies under the People's Committees at the provincial level, and provincial-level organizations under central agencies organized vertically located in the locality may authorize deputies assigned to be in charge of the agency to perform the task of speaking and providing information to the press.

3. In the event that the Chairman of the People's Committee at the commune level cannot perform the task of speaking and providing information to the press, they may authorize their deputy to perform the task of speaking and providing information to the press.

4. The authorization for speaking is conducted in writing, applied only to each specific case, and has a certain time limit.

When authorizing, the full name, position, phone number, and email address of the authorized spokesperson, and the written authorization must be posted on the electronic portal, the website of the state administrative agency or publicly listed at the head office (for People's Committees at the commune level without a website) within 12 hours from the time of signing the written authorization.

5. The authorized spokesperson is not allowed to further delegate their authorization to another person.
