The People's Committee of Hanoi City issued Decision 3916/QD-UBND dated October 18, 2022, authorizing the People's Committees of districts: Dong Anh, Gia Lam, Thanh Tri, Hoai Duc, and Dan Phuong organized a project to establish districts and wards of 05 districts.

People's Committee of Hanoi has authorized 05 districts to organize the establishment of a project to establish districts and wards within the district (hereinafter referred to as the Project); Appraise and approve the project cost estimate according to regulations, including the following districts:

- Dong Anh district;

- Gia Lam district;

- Thanh Tri district;

- Hoai Duc district;

- Dan Phuong district.

Authorization term: From the date of signing this decision until December 31, 2025.

Key tasks to develop district projects for 05 districts in Hanoi. Vietnam

- People's Committees of districts: Dong Anh, Gia Lam, Thanh Tri, Hoai Duc, and Dan Phuong are responsible for:

+ Organize the implementation of tasks within the authorized scope and time limit; be responsible before the law, the City People's Committee, and the Chairman of the City People's Committee for the implementation of tasks;

Implement a project to ensure compliance with legal regulations; Report to the City People's Committee on the results of implementing authorized tasks; Difficulties, problems, and unexpected problems arise during the performance of tasks.

+ Submit for appraisal and approval of the contractor selection plan (consulting unit) to prepare the project in compliance with the provisions of the law on bidding.

- Assign the Department of Finance to advise the City People's Committee on allocating capital to establish the Project and guide districts on the order and procedures for payment and settlement of the Project from regular expenditure sources.

- Departments: Planning and Investment, Home Affairs, and related units, based on their assigned functions and tasks, are responsible for guiding, monitoring, and urging the People's Committees of districts to carry out authorized tasks; promptly advise the City People's Committee to direct and resolve arising issues, difficulties, and obstacles during the Project preparation process.

Decision 3916/QD-UBND takes effect from the date of signing.
