This is a significant regulation specified in Circular 11/2019/TT-BLDTBXH which provides guidelines on the development, management, update, exploitation, and use of the social assistance and poverty reduction database.
The extraction, sharing of information, and data according to the levels and authorization of the social assistance and poverty reduction database system shall be carried out in accordance with legal regulations. Specific guidance is provided in Article 6 of Circular 11/2019/TT-BLDTBXH as follows:

- Organizations and individuals without login accounts requesting information should request the managing authority to provide information according to legal regulations. The agency assigned to manage the database receives the request and considers providing information and data to organizations and individuals upon request.- The Department of Labor, Invalids, and Social Affairs, the Division of Labor, Invalids, and Social Affairs, and related agencies and organizations are authorized to use the output information and data of the system according to regulations.- The database management unit is responsible for issuing, managing accounts, and passwords for organizations and individuals to update and extract information and data within the scope of authorization; receiving and handling feedback and complaints from organizations and individuals regarding the information and data of beneficiaries within the scope of management.- Related units under the Ministry of Labor, Invalids, and Social Affairs are authorized to use the information and data of beneficiaries; receive and handle feedback and complaints from organizations and individuals regarding the information, data, and technical limitations in exploiting and using the information and data according to regulations.- Individuals are permitted to use information and data according to the law on access to information; related units and individuals shall adjust information within the scope of authorized management according to the regulations on social assistance and poverty reduction; when finding errors in updating information, data, or information inaccuracies, they must immediately notify the managing authority at the same level.
