On June 13, 2024, the Minister of Home Affairs (Hanoi, Vietnam) issued Circular 03/2024/TT-BNV stipulating the decentralization of some state management tasks regarding religion and folk belief of the Ministry of Home Affairs.

Authority to receive notifications on religion and folk belief from the Ministry of Home Affairs of Vietnam from July 30, 2024 

The Government Committee on Religious Affairs is allocated the authority to receive notifications on religion and folk belief from the Ministry of Home Affairs regarding the following:

(1) Receiving notifications on consecration, appointment, election, nomination, removal, dismissal of dignitaries, and religious workers:

- Persons consecrated or nominated as dignitaries for cases specified in Clause 1 Article 33 of the Law on religion and folk belief 2016;

- Persons appointed, elected, or nominated as religious workers for cases specified in Clause 1 Article 34 of the Law on religion and folk belief 2016;

- Persons appointed, elected, or nominated as religious workers of organizations with a certificate of registration for religious activities operating in multiple provinces;

- Results of appointments, elections, and nominations of organizational leaders of organizations with a certificate of registration for religious activities operating in multiple provinces according to Clause 7 Article 34 of the Law on religion and folk belief 2016;

- Results of appointments, elections, and nominations of organizational leaders of religious organizations operating in multiple provinces according to Clause 7 Article 34 of the Law on religion and folk belief 2016;

- Results of appointments, elections, and nominations of leaders of religious training institutions according to Clause 7 Article 34 of the Law on religion and folk belief 2016;

- Revocation of consecration or nomination decisions for dignitaries in cases specified in Clause 1 Article 33 of the Law on religion and folk belief 2016;

- Removal, dismissal of dignitaries, and religious workers in cases specified in Clause 1 Article 33 and Clause 1 Article 34 of the Law on religion and folk belief 2016;

- Removal, dismissal of religious workers of organizations with a certificate of registration for religious activities operating in multiple provinces.

(2) Receiving notifications related to religious training institutions:

- Activities of religious training institutions;

- Training results of religious training institutions.

(3) Receiving notifications of the list of religious activities and organizing annual meetings of religious organizations and affiliated religious organizations:

- The list of religious activities for religious organizations, affiliated religious organizations, and organizations with a certificate of registration for religious activities operating in multiple provinces;

- The supplementary list of religious activities for religious organizations, affiliated religious organizations, and organizations with a certificate of registration for religious activities operating in multiple provinces;

- Organizing annual meetings of religious organizations, affiliated religious organizations operating in multiple provinces.

(4) Receiving notifications of changes of headquarters of religious organizations and affiliated religious organizations operating in multiple provinces.

(5) Receiving notifications of dissolution of affiliated religious organizations operating in multiple provinces and religious training institutions:

- Dissolution of affiliated religious organizations operating in multiple provinces as specified in the charter of the religious organization;

- Dissolution of religious training institutions as decided by the religious organization.

(6) Receiving notifications of cessation of joining foreign religious organizations by religious organizations in Vietnam.

(7) Receiving notifications from religious organizations and affiliated religious organizations operating in multiple provinces on receiving foreign funding from organizations or individuals.
