Circular 03/2019/TT-BGTVT was enacted by the Ministry of Transport to regulate the work of prevention, control, and remedy of natural disaster consequences in the field of road transport. This document replaces Circular 30/2010/TT-BGTVT.

- The Head of the Steering Committee for Natural Disaster Prevention and Control and Search and Rescue of the Ministry of Transport, and the Head of the Steering Committee for Natural Disaster Prevention and Control and Search and Rescue of the Vietnam Road Administration have the authority to mobilize standby materials, vehicles, and equipment to serve natural disaster prevention and search and rescue on the national highway system;- The Director of the Road Management Department is authorized to mobilize standby materials, vehicles, and equipment to serve natural disaster response and search and rescue on the national highways under their management;- The Director of the Department of Transport exercises authority to mobilize standby materials, vehicles, and equipment to serve natural disaster response and search and rescue on local road systems;- The advisory agency assisting the authority mentioned above, after mobilizing standby materials, vehicles, and equipment, is responsible for completing the settlement procedures.
