On November 8, 2023, the Prime Minister issued Decision 27/2023/QD-TTg regulating the organization of the groundbreaking ceremony, groundbreaking ceremony, and inauguration ceremony of the project.
- The groundbreaking ceremony is performed when: the investor or the agency or organization assigned the task of preparing the project (hereinafter referred to as the investor) is handed over the site by the competent authority for each phase and project that has been approved according to authority and regulations.
- The project groundbreaking ceremony is conducted when the requirements for starting conditions are met, including:
+ Have construction sites handed over in whole or in part according to construction progress;
+ Having a construction permit for projects that require a construction permit as prescribed in Article 89 of the Construction Law 2014;
+ Having approved construction drawing designs of construction items and construction works;
+ The investor has signed a contract with the contractor to carry out construction activities related to the project being started according to the provisions of the law;
+ Having measures to ensure safety and environmental protection during construction;
+ The investor has sent notice of the construction start date to the local state management agency on construction at least 03 working days before the start of construction.
- The inauguration ceremony is carried out after the project has been inspected and accepted by the competent state agency and meets the prescribed requirements.
- The project is held once at a groundbreaking ceremony or groundbreaking ceremony and once at an inauguration ceremony.

- The Prime Minister decides to organize ceremonies for important national projects based on the request of a competent state agency or investor.
- Heads of ministries and central agencies preside over and coordinate with the Chairman of the Provincial People's Committee to decide on the organization of ceremonies for projects of great value and important economic, political, cultural, and social significance in the locality in which they decide to invest.
- The Chairman of the Provincial People's Committee decides to organize ceremonies for projects of great value and important economic, political, cultural, and social significance in the locality that he decides to invest in. private.
- The investor plans to organize the ceremony, clearly stating: Content, time, location, components, costs, and implementation plan; submitted to the competent authority for decision.

- The cost of organizing the ceremony is included in the total investment in the project.
- Based on the permission to hold the ceremony from the competent person specified in Article 5 of Decision 27/2023/QD-TTg, the investor prepares and approves cost estimates for each ceremony. The cost estimate for organizing the ceremony is made in accordance with the content and scale of the project, according to the current norms, standards, and regimes of the State. The investor is not allowed to request that the contractor pay for the costs of organizing the ceremonies.
