On December 31, 2023, the Governor of the State Bank of Vietnam issued Circular 25/2023/TT-NHNN regulating the work of emulation and commendation in the banking sector.

Authority to decide on the award of emulation titles and forms of commendation in the banking sector in Vietnam

(1) The Governor of the State Bank of Vietnam decides to award the following titles:

- "Advanced Laborer" and "Emulation Fighter at the grassroots level" to individuals belonging to the Leadership Board of the State Bank;

- "Emulation Fighter in the banking sector";

- "Emulation Flag of the State Bank";

- "Excellent Labor Collective" for the entities specified in point a, clause 1, 3, 4, and 5 of Article 3 of Circular 25/2023/TT-NHNN, the Department, Office under the Inspection and Supervision Agency of the State Bank, and the departments under the Department, Office, equivalent unit, career unit under the State Bank;

- Diploma of Merit for entities, individuals, and households;

- Commemorative medal for individuals.

(2) The heads of Departments, offices, units, and permanent agencies of Party organizations, mass organizations at the headquarters of the State Bank, shall have the authority to decide to award the title "Advanced Labor Collective" for entities; the titles "Advanced Laborer" and "Emulation Fighter at the grassroots level" to individuals belonging to the managing unit.

(3) The heads of career units under the State Bank decide to award the title "Advanced Labor Collective" for entities; the titles "Advanced Laborer" and "Emulation Fighter at the grassroots level" to individuals belonging to the managing unit, and Certificates of Merit.

(4) The Chief Inspector, Supervisor of banks decide to award:

- The title "Excellent Labor Collective" to small entities under the managing unit;

- The title "Advanced Labor Collective" for entities, the titles "Advanced Laborer" and "Emulation Fighter at the grassroots level" to individuals belonging to the managing unit, and Certificates of Merit.

(5) The Director of the State Bank's provincial and city branches decides to award:

- The "Excellent Labor Collective" title and "Advanced Labor Collective" title to entities; the "Advanced Laborer" title and "Emulation Fighter title at the grassroots level" to individuals belonging to the managing unit;

- The "Excellent Labor Collective" title for the People's Credit Fund and microfinance organizations under its jurisdiction;

- Certificate of Commendation for entities and individuals belonging to the managing unit; entities and individuals in the banking sector.

(6) The heads of units specified in point a, clause 2 of Article 3 of Circular 25/2023/TT-NHNN (excluding the People's Credit Fund and microfinance organizations) decide to award the "Excellent Labor Collective" title and the "Advanced Labor Collective" title to the unit.

(7) The heads of units specified in point a, clauses 2, 3, 4, and 5 of Article 3 of Circular 25/2023/TT-NHNN (excluding the People's Credit Fund and microfinance organizations) decide to award the "Excellent Labor Collective" title and "Advanced Labor Collective" title; the "Advanced Laborer" title and "Emulation Fighter at the grassroots level" title to entities and individuals belonging to the managing unit; and Certificates of Merit.

(8) The Chairman of the Board of Directors of the People's Credit Fund, the General Director (Director) of microfinance organizations decide to award the "Advanced Labor Collective" title to the unit; the "Excellent Labor Collective" title, the "Advanced Labor Collective" title, the "Advanced Laborer" title, the "Emulation Fighter at the grassroots level" title to entities and individuals belonging to the managing unit, and Certificates of Merit.

(9) The Director of the Management Department, the Issuance and Treasury Department, the Information Technology Department decide to award the "Excellent Labor Collective" title to small entities under the Sub-department.
