Authority to Decide on Commendation and Awarding Titles in the Information Sector

According to the new regulations, the authority to decide on commendations and awarding titles in the Information and Communications sector is specified as follows:

1. The Minister of Information and Communications decides on awarding:

- “Emulation Flag of the Ministry of Information and Communications”;- The title “Outstanding Labor Collective” for agencies, units, and enterprises under the Ministry; Delegation of authority to the heads of superior-level units to decide on awarding the title “Outstanding Labor Collective” to subordinate collectives;- The title “Emulation Soldier of the Ministry of Information and Communications” for individuals belonging to the agencies, units, and enterprises under the Ministry;- The commemorative medal “For the Cause of Information and Communications”;- The “Certificate of Merit from the Minister”;- The “Memorial Banner”;- The titles “Advanced Laborer”, “Grassroots Emulation Soldier”, “Advanced Labor Collective” and the commendation form “Certificate of Commendation” for collectives and individuals of agencies and units under the Ministry that do not have legal status.

2. The heads of agencies, units, organizations, and enterprises with legal status, own accounts, and their own seals decide on awarding:

- The title “Advanced Laborer”;- The title “Grassroots Emulation Soldier”;- The title “Advanced Labor Collective”;- The commendation form “Certificate of Commendation”.

3. The authority to decide on awarding the emulation titles: “Emulation Flag of the Government of Vietnam”, “National Emulation Soldier”; commendation forms: “Certificate of Merit from the Prime Minister of the Government of Vietnam”, “Orders”, “Medals”, “Ho Chi Minh Prize”, “State Prize”, “State Honorary Titles” is implemented as stipulated in Articles 77 and 78 of the Law on Emulation and Commendation.
