Authority to Award Titles of Emulation and Forms of Commendation in the Education Sector

According to the provisions in Circular 22/2018/TT-BGDDT, regulations regarding the authority to decide on emulation titles and forms of commendation are as follows:

* Authority of the Minister of Education and Training

- For units under and directly under the Ministry, National Universities, the Minister of Education and Training:

- Recognize the emulation titles;- Decide to award the Ministerial Certificate of Merit; award the Commemorative Medal to individuals;- Submit to the competent authority to review and commend at the state level according to regulations;- Delegate to the Director of National University, Regional University, and General Director of Vietnam Education Publishing House to recognize the title of “Excellent Labor Collective” for the collective under their management.

- For preschool, general, continuing education institutions, specialized schools; schools under provinces, schools under the Ministry; non-public higher education institutions; other educational institutions within the national education system; Departments of Education and Training, Divisions of Education and Training, the Minister of Education and Training decides:

- Award the Flag of Emulation of the Ministry of Education and Training to collectives with outstanding, exemplary achievements, leading in the emulation block or cluster;- Award the Ministerial Certificate of Merit to collectives and individuals with outstanding achievements in implementing emulation movements initiated by the Ministry of Education and Training, achieving exceptional and extraordinary achievements; award the Commemorative Medal to individuals;- Agree to commend collectives and individuals per the proposal of the Central Emulation and Commendation Board.

* Authority of the head of the unit with legal entity status under, directly under the Ministry of Education and Training, Regional University, National University, Vietnam Education Publishing House

- Recognize the titles of “Advanced Laborer”, “Grassroots Emulation Soldier”, “Advanced Labor Collective” and award Certificate of Merit to collectives and individuals under their management;- Submit to the Minister of Education and Training for review and decision to award the "Flag of Emulation of the Ministry of Education and Training", “Excellent Labor Collective”, “Ministerial Emulation Soldier”, Ministerial Certificate of Merit, Commemorative Medal; submit to the competent authority for review and state-level commendation according to regulations.

* The head of the Provincial People’s Committee, Ministry proposes to the Minister of Education and Training to review and decide on commendation for collectives and individuals of schools under the management of the province or Ministry.

* The Director General of the Department of International Cooperation coordinates with the Director General of the Emulation and Commendation Department to submit to the Minister for review and decision to commend Vietnamese citizens studying abroad, overseas Vietnamese collectives and individuals, and foreign collectives and individuals with outstanding excellent achievements contributing to education and training after consulting the Ministry of Public Security, the Ministry of Foreign Affairs, and relevant agencies, units.

These are the prescribed contents in Article 8 of Circular 22/2018/TT-BGDDT effective from October 14, 2018.
