Authority to Appoint, Demote, and Dismiss Non-commissioned Officers and Soldiers

On January 26, 2016, the Ministry of National Defense issued Circular 07/2016/TT-BQP to regulate in detail the authority to appoint, demote, and dismiss non-commissioned officers and soldiers.

According to Circular 07, the appointment authority for non-commissioned officers and active-duty soldiers is as follows:

- The Regimental Commander, Brigade Commander, and equivalent positions have the authority to appoint positions, demote, and dismiss Squad Leaders and equivalent positions for non-commissioned officers and soldiers under their command;- The Divisional Commander and equivalent positions have the authority to appoint positions, demote, and dismiss Deputy Platoon Leaders and equivalent positions for non-commissioned officers under their command.

For reserve non-commissioned officers and soldiers:

- The Chief of the District Military Command decides on appointing positions, demotion, and dismissal of Squad Leaders and equivalent positions for reserve non-commissioned officers and soldiers who are registered to serve in the reserve branch and have been organized and appointed to reserve mobilization units;- The Chief of the Provincial Military Command decides on appointing positions, demotion, and dismissal of Deputy Platoon Leaders and equivalent positions for reserve non-commissioned officers who are registered to serve in the reserve branch and have been organized and appointed to reserve mobilization units.
