Article 4 of Circular 03/2020/TT-BNV stipulates the authority to apply measures to protect the working position of denouncers in Vietnam as follows:

- The person with authority to handle the denunciation shall apply measures to protect the working position of denouncers who are officials and public employees under their management.

- Agencies, organizations, units, and individuals requested or proposed by the person with authority to handle the denunciation to implement measures to protect the working position of denouncers who are officials and public employees in cases where the whistleblower is not under the management of the person with authority to handle the denunciation.

- Organizations and units responsible for human resources within agencies, organizations, and units tasked with implementing measures to protect the working position shall take the lead, cooperating with union organizations, people's inspection boards, and other same-level organizations in implementing the protection of the working position of denouncers who are officials and public employees.

Thus, denouncers will be protected in their working positions associated with job titles, positions, and jobs of officials; or work or duties associated with professional titles or managerial positions of public employees during the denunciation process.
