On May 23, 2024, the Central Executive Committee issued Regulation 148-QD/TW on the authority of the head to temporarily suspend work of subordinate officers in cases of necessity or when there are signs of serious violations of the Communist Party's regulations, and state laws.

The authority to temporarily suspend work in state agencies will be implemented according to Section II of the list issued along with Regulation 148-QD/TW of 2024 as follows:

1. Authority to temporarily suspend works in legislative bodies in Vietnam

- The President of the National Assembly decides to temporarily suspend work for: Vice Chairmen of the Ethnic Council, deputy chairmen of the National Assembly Committees; Deputy Heads of the Delegation Work Committees, Deputy Heads of the People's Petition Committee; Director of the Legislative Research Institute; president of the provincial People's Council.

The President of the Ethnic Council decides to temporarily suspend work for: Standing members, full-time members, and other members of the Ethnic Council.

Committee Chairmen of the National Assembly decide to temporarily suspend work for: Standing members, full-time members, and other members of the Committee.

The Head of the Office of the National Assembly decides to temporarily suspend work for: Their deputies, heads of subordinate agencies, and units.

The head of subordinated agencies under the Office of the National Assembly decides to temporarily suspend work for: Their deputies; leaders and managers under their administration.

The Director of the Legislative Research Institute decides to temporarily suspend work for: Their deputies; leaders and managers under their administration in the Legislative Research Institute.

- The president of the provincial People's Council decides to temporarily suspend work for: Vice presidents of the provincial People's Council; heads and deputy heads of the provincial People's Council committees, presidents of the district People's Council; leaders and managers under their administration in the provincial People's Council.

The president of the district People's Council decides to temporarily suspend work for: Vice presidents of the district People's Council; heads and deputy heads of the district People's Council committees, presidents of the commune People's Council.

The president of the commune People's Council decides to temporarily suspend work for: Vice presidents of the commune People's Council; heads, deputy heads, and other members of the commune People's Council committees.

2. Authority to temporarily suspend work in administrative bodies in Vietnam

- The Prime Minister of the Government of Vietnam decides to temporarily suspend work for: Deputy Ministers and equivalents; presidents of the provincial People's Committees; officials appointed by the Prime Minister of the Government of Vietnam.

- Ministers, heads of governmental agencies, and agencies under the Government of Vietnam decide to temporarily suspend work for: Heads of subordinate agencies and units of the ministry, governmental agencies, or agencies under the Government of Vietnam.

- Director Generals and equivalents decide to temporarily suspend work for: Their deputies; heads of subordinate agencies and units of the directorate and equivalents.

- Department Heads and equivalents decide to temporarily suspend work for: Their deputies; heads of subordinate agencies and officials under their management.

- Presidents of the provincial People's Committees decide to temporarily suspend work for: Vice presidents of the provincial People's Committees; presidents of the district People's Committees; heads of specialized agencies under the provincial People's Committees; heads of public service providers under the provincial People's Committees.

- Heads of specialized agencies under the provincial People's Committees decide to temporarily suspend work for: Their deputies; leaders and managers under their administration.

- Presidents of the district People's Committees decide to temporarily suspend work for: Vice presidents of the district People's Committees, leaders and managers under their administration within specialized agencies under the district People's Committees; presidents of the commune People's Committees; heads of public service providers under the district People's Committees.

- Heads of public service providers under the provincial People's Committees, and the district People's Committees decide to temporarily suspend work for: Their deputies; leaders and managers under their administration.

- Presidents of the commune People's Committees decide to temporarily suspend work for: Vice presidents of the commune People's Committees and leaders and managers under their administration.

3. Authority to temporarily suspend work in judicial bodies in Vietnam

- The Chief Justice of the Supreme People's Court decides to temporarily suspend work for: Deputy Chief Justices of the Supreme People's Court; heads of subordinate agencies and units of the Supreme People's Court; Chief Justices of the High People's Courts; chief justices of the provincial and district people's courts and equivalents.

The Chief Justice of the High People's Court decides to temporarily suspend work for: Deputy Chief Justices of the High People's Court; leaders and managers under their administration in the High People's Court.

The Chief Justice of the provincial People's Court decides to temporarily suspend work for: Deputy chief justices of the provincial People's Court; leaders and managers under their administration in the provincial People's Court.

The Chief Justice of the district People's Court decides to temporarily suspend work for: Deputy chief justices of the district People's Court; leaders and managers under their administration in the district People's Court.

- The Chief Prosecutor of the Supreme People's Procuracy decides to temporarily suspend work for: Deputy Chief Prosecutors of the Supreme People's Procuracy; heads of subordinate agencies and units of the Supreme People's Procuracy; Chief Prosecutors of the High People's Procuracies; chief prosecutors of the provincial and district people's procuracies and equivalents.

The Chief Prosecutor of the High People's Procuracy decides to temporarily suspend work for: Deputy Chief Prosecutors of the High People's Procuracy; leaders and managers under their administration in the High People's Procuracy.

The Chief Prosecutor of the provincial People's Procuracy decides to temporarily suspend work for: Deputy chief prosecutors of the provincial People's Procuracy; leaders and managers under their administration in the provincial People's Procuracy.

The Chief Prosecutor of the district People's Procuracy decides to temporarily suspend work for: Deputy chief prosecutors of the district People's Procuracy; leaders and managers under their administration in the district People's Procuracy.

- Heads of subordinate agencies under the Supreme People's Court, and the Supreme People's Procuracy decide to temporarily suspend work for: Their deputies; heads of subordinate agencies and leaders and managers under their administration.
