According to Circular 02/2007/TT-BTTTT, the authority in price management of postal, telecommunications, and Internet enterprises is as follows:

1. Set specific tariffs within the price frames or based on standard tariffs regulated by the State for the services as stipulated.
2. Implement price registration and pricing for the services listed in the price registration and quotation list.
3. Self-regulate tariffs for services not in the list as stipulated in points 1 and 2, based on compliance with the regulatory principles, and the basis for determining postal and telecommunications service tariffs.
4. Postal and telecommunications enterprises are responsible for formulating postal and telecommunications service tariffs belonging to the price list decided by the State; keeping separate accounts for service provision costs; performing calculations and determining service costs as stipulated and being responsible for the honesty and legality of the cost calculation data.

Additionally, this Circular also stipulates the authority in price management of the Ministry of Information and Communications as follows:

- Organize, direct, develop, and submit to the Prime Minister the pricing schemes.

- After the Prime Minister approves the principles of the pricing schemes, decide on the price frames or tariffs for the services.

- After receiving opinions from the Ministry of Finance, decide on the price frames or tariffs for: Public postal services; reserved postal services; public telecommunications services.

- Annually in the first quarter or irregularly: Announce the list, form of management, and implement management according to the prescribed tariffs of telecommunications services of enterprises or groups of enterprises holding a dominant market share.

- Annually in the first quarter or irregularly: Announce the list, form of management, and implement management according to the prescribed tariffs for interconnection between telecommunications enterprises.- Prescribe the mechanism and form of managing international settlement rates between domestic service providers of postal, telecommunications, and foreign telecommunications enterprises.
