On December 31, 2024, the Government of Vietnam issued Decree 181/2024/ND-CP guiding the Law on Management and Use of Weapons, Explosive Materials, and Supporting Instruments 2024 regarding industrial explosives and explosive precursors.
According to Article 6 of Decree 181/2024/ND-CP, the authority to issue Certificates of Training in Industrial Explosive Material Safety Techniques from 2025 is stipulated as follows:
(i) Agencies authorized by the Ministry of Industry and Trade of Vietnam to issue certificates of eligibility for production, business licenses, usage permits for industrial explosives, and licenses for blasting services shall conduct inspections and issue Certificates of Training in Industrial Explosive Material Safety Techniques for entities specified in Article 5 of Decree 181/2024/ND-CP related to organizations and enterprises under the licensing authority, except for entities stipulated in (ii).
(ii) Agencies assigned by the Ministry of National Defense of Vietnam to conduct training, inspections, and issuance of training certificates shall take the lead in organizing inspections and issuing Certificates of Training in Industrial Explosive Material Safety Techniques for organizations, enterprises manufacturing, trading, using, transporting industrial explosives, and blasting services under the management authority of the Ministry of National Defense.
Managers of organizations and enterprises producing and using industrial explosives must have a university degree or higher in one of the following technical fields: Chemicals, weapons, explosives, military technical command, mining, mine engineering, geology, construction, transportation, water resources, geophysics, petroleum.
- Managers of enterprises conducting business in industrial explosives must have a university degree or higher.
- Personnel engaged in analysis and testing of industrial explosives must have at least a secondary level education in one of the following technical fields: Chemicals, weapons, explosives, military technical command, mining, mine engineering, geology, or drilling and blasting.
- Blasting commanders must have a secondary level education or higher in a technical specialization. Specifically:
+ For specializations specified in Clause 1, Article 4 of Decree 181/2024/ND-CP or the specialization of drilling and blasting, blasting commanders must have been directly involved in using industrial explosives for at least 1 year for university graduates or higher and at least 2 years for those with a secondary or college level education;
+ For other technical specializations not listed above, blasting commanders must have at least 2 years of direct experience in using industrial explosives for university graduates or higher and at least 3 years for those with a secondary or college-level education.
- Blasting workers must have at least a primary level education in the specialization defined at Point a, Clause 4, Article 4 of Decree 181/2024/ND-CP or at least a secondary level education in the specialization defined at Point b, Clause 4, Article 4 of Decree 181/2024/ND-CP and must have at least 6 months of experience in blasting work.
