The regulations on attracting talented individuals and developing high-quality human resources in Hanoi - the Capital of Vietnam are stipulated in the Law on Capital 2024.

Article 16 of the Law on Capital 2024 stipulates the attraction of talented individuals and the development of high-quality human resources in Hanoi, Vietnam as follows:

(1) The attraction and appreciation of talented individuals is carried out as follows:

- Vietnamese citizens with excellent moral qualities, outstanding levels, and capabilities, practical experience, working domestically or abroad with projects, products, achievements, merits, or special contributions to the development of a sector or industry of the Capital are considered for recruitment and reception into officials and public employees;

- Vietnamese citizens meeting the standards stipulated in sub-point a of this clause are contracted to perform specialized tasks or manage and operate roles at public service providers under the City's management;

- Foreign individuals with high specialization, extensive practical experience, who have projects or products that have been accepted, recognized, and applied with high efficiency, can be contracted to perform the tasks of constructing, developing, managing, and protecting the Capital;

- Individuals considered for recruitment, reception, or contracting are entitled to policies stipulated by the City’s People's Council.

(2) The City’s People's Council decides on the following policies regarding the development of high-quality human resources of the Capital:

- Prioritize the development of high-quality human resources at regional and international levels in sectors and fields that meet the requirements and tasks of constructing, developing, managing, and protecting the Capital in each stage;

- Utilize the City’s budget to support the investment in infrastructure and equipment for national key training institutions within the City;

- Utilize the City’s budget to support training, fostering, enhancing professional skills at foreign training institutions for officials and public employees working in agencies, organizations, units under the City's management, students of educational and training institutions within the City;

- Support the establishment of national centers, regional centers for high-quality vocational training and practice within the City; support tuition fees for students studying at high-quality vocational training institutions of the City.

Recruitment, management, and usage of officials and public employees in Vietnam

The recruitment, management, and usage of officials and public employees in the Capital of Vietnam from January 1, 2025, are stipulated in Article 15 of the Law on Capital 2024 as follows:

- Officials working at communes, wards, commune-level towns are officials according to the provisions of the Law on Cadres and officials under the administrative staffing allocated annually to district levels, elected, recruited, managed, and utilized according to legal provisions on officials.

- Heads of specialized agencies, other administrative organizations under the City People's Committee, Chairpersons of District People's Committees can sign fixed-term contracts with individuals meeting specialized, professional conditions to assume certain job positions belonging to the specialized, common professional groups in specialized agencies, other administrative organizations under the City People's Committee, under the District People’s Committees.

- Officials and public employees working in state agencies, political organizations, the Vietnam Fatherland Front, socio-political organizations, and public service providers funded entirely by the state operating budget under the City's management are entitled to receive additional income based on capability and work efficiency.
