Recently, the Ministry of Finance of Vietnam issued Circular 35/2008/TT-BTC guiding Decision 289/QD-TTg on policies to support ethnic minorities, policy households, poor households, near-poverty households, and fishermen.

Circular 35/2008/TT-BTC stipulates the assistance policy for citizens replacing ship engines for fishing activities in Vietnam as follows:
Fishermen who are the owners of fishing boats with engine capacity of 40CV or more, or owners of service boats serving fishing activities when replacing old engines with new engines that consume less fuel.
- Fishing boats or service boats serving fishing activities must have completed inspection, registration, obtained a fishing license, and participated in hull insurance.
- The commune-level People's Committee where the fishermen reside must confirm regular fishing activities or service activities at sea.
- The installed engine must be 100% new and meet the economic and technical standards as stipulated by the Ministry of Agriculture and Rural Development.
- For boat engines with capacity from 40CV to under 90CV: support 10,000,000 VND/engine/year.
- For boat engines with capacity from 90CV and above: support 18,000,000 VND/engine/year.
