Assignment to address some urgent, key tasks of the Government of Vietnam
According to Official Telegram 64/CD-TTg, to promptly issue synchronized guiding documents for the Laws effective from July 1, 2024, quickly implement the Laws and Resolutions passed by the National Assembly at the 7th Session of the 15th National Assembly, resolve obstacles and difficulties arising in the process of socio-economic development in localities, strive to achieve the highest completion of the socio-economic development targets and objectives for 2024, the Prime Minister of Vietnam requires:
* Deputy Prime Minister Le Minh Khai:
- Direct the Ministry of Home Affairs (Hanoi, Vietnam) to urgently draft a Decree stipulating the statutory pay rate, reward policies for officials and public employees and the armed forces; the Ministry of Labor, Invalids and Social Affairs to urgently draft a Decree on adjusting pensions, social insurance benefits, and monthly allowances, a draft Decree on the level of support, preferential allowances for people with contributions to the revolution, a draft Decree on the standard level of social assistance, present to the Government of Vietnam for issuance by June 30, 2024, to implement from July 1, 2024, in accordance with the National Assembly's Resolution.
- Direct the Ministry of Planning and Investment (Hanoi, Vietnam) to urgently cooperate with related Ministries and agencies to complete the draft Decree on the establishment, management, and use of the Investment Support Fund according to the Government of Vietnam's Resolution 101/NQ-CP dated June 29, 2024, present to the Government of Vietnam no later than July 5, 2024.
- Direct the State Bank of Vietnam, the Ministry of Finance to urgently complete and present to the Government of Vietnam for issuance the guiding Decrees on the Law on Credit Institutions, the Law on Prices, ensuring they are effective concurrently with the Laws, preventing a legal vacuum.
* Deputy Prime Minister Tran Hong Ha:
- Direct the Ministry of Natural Resources and Environment, the Ministry of Finance, the Ministry of Agriculture and Rural Development, the Ministry of Labor, Invalids and Social Affairs, the Ministry of Home Affairs, and the People's Committees of provinces and centrally managed cities to urgently draft, present to the Government of Vietnam, the Prime Minister of Vietnam for issuance, or issue under their authority the guiding documents for the implementation of the Land Law, ensuring they are effective concurrently with the Land Law, avoiding a legal vacuum.
- Direct the Ministry of Industry and Trade (Hanoi, Vietnam) in cooperation with the Office of the Government of Vietnam to urgently complete the draft Decree stipulating the mechanism for direct electricity purchase between renewable energy generating units and large electricity-using customers, present to the Government of Vietnam for signing by June 30, 2024; complete the draft Decree stipulating the mechanisms and policies to encourage the development of self-produced and self-consumed rooftop solar power, and the draft Decree stipulating the mechanism for the development of gas power plants using natural gas, present to the Government of Vietnam for issuance before July 15, 2024.
* Deputy Prime Minister Tran Luu Quang directs the Ministries and agencies: Planning and Investment, Finance, Industry and Trade, Construction, Culture, Sports and Tourism, Transport, Public Security, State Bank of Vietnam, State Capital Management Committee in enterprises, and the People's Committees of the provinces: Thanh Hoa, Ha Tinh, Quang Tri to review the progress and results of implementing key cooperation projects in Vietnam-Laos cooperation, identify existing problems and direct resolution, ensuring promptness and efficiency before July 3, 2024, especially for the following issues:
- Payment for Lao National Assembly wood.
- Friendship Hospital project in Huaphan Province.
- Xekaman 3 Hydropower Project.
- Laos-Vietnam Friendship Park project in Vientiane Capital.
- Cooperation projects for berths 1, 2, 3 of Vung Ang Port.
- Residential and citizenship management system project and Drug Rehabilitation Center project for Laos.
- Coal trading issue with Laos.
- 1800 MW coal-fired power project in Caloon District, Sekong Province.
- Potassium salt mine exploitation and processing project in Khammouane Province, Laos.
- Luang Prabang Hydropower Project.
- Electricity purchase price framework from Laos after 2025.
- Connectivity transport projects (Vientiane-Vung Ang railway, Hanoi-Vientiane expressway).
* Deputy Prime Minister Le Thanh Long directs the Ministry of Justice:
- Urgently draft, present to the Prime Minister of Vietnam for issuance a Decision on the list and assignment of agencies responsible for drafting detailed implementation regulations for the Laws and Resolutions passed by the 15th National Assembly at the 7th Session before July 15, 2024.
- Urgently implement the Government of Vietnam's resolution at Resolution 82/NQ-CP dated June 5, 2024, present to the Prime Minister of Vietnam to establish a Steering Committee headed by a Leader of the Government of Vietnam, with several Ministers as members, to direct ministries, agencies, and localities to review obstacles in legal regulations, especially in investment, land, construction, housing, public investment, state-owned enterprises...
* The comrades who are members of the Government of Vietnam:
- Focus on directing functional units to decisively, promptly, and effectively draft and implement regulations as directed by the Leaders of the Government of Vietnam in points 1, 2, 3, 4 mentioned above.
- Pay attention, spend time directly working with localities to promote production and business, public investment, infrastructure construction, import-export, promptly remove difficulties and obstacles in social housing, real estate market, administrative discipline ... and other issues in each locality according to conformity with Decision 435/QD-TTg dated April 24, 2023, of the Prime Minister of Vietnam.
