This is the preferential policy of the Government of Vietnam for People's Artists and Artisans of Merit with low income as mentioned in Decree 62/2014/ND-CP regarding the consideration for awarding the titles "People’s Artist" and "Meritorious Artist" in the field of intangible cultural heritage.
href="https://lawnet.vn/vb/nghi-dinh-62-2014-nd-cp-xet-tang-nghe-nhan-nhan-dan-nghe-nhan-uu-tu-di-san-van-hoa-phi-vat-the-39e4c.html">Decree 62/2014/ND-CP stipulates that People's Artisans and Artisans of Merit with low income and difficult circumstances shall be entitled to monthly living allowance in accordance with the regulations of the Government of Vietnam.
In addition, People's Artisans and Artisans of Merit also have the following rights and obligations:
- To receive a badge, certificate of the President, and cash reward attached to the title "People's Artisan" or "Artisan of Merit" in accordance with the law on emulation and rewards;
- To continuously improve their knowledge and skills;
- To actively teach and disseminate their knowledge and skills;
- Other rights and obligations in accordance with the law on emulation and rewards and the law on cultural heritage.
The Ministry of Labor, War Invalids and Social Affairs shall submit to the Government of Vietnam regulations on policies for monthly living allowance for People's Artisans and Artisans of Merit with low income and difficult circumstances.
