To be specific, in Article 34 of the Draft Law on Emulation and Commendation (revised 2019), the guidelines for awarding the "Ho Chi Minh Order" to individuals and collectives are as follows:
- The "Ho Chi Minh Order" is to be awarded or posthumously awarded to individuals who have made great contributions, achieved many outstanding accomplishments in one of the following fields: politics, economy, society, literature, arts, science, technology, national defense, security, diplomacy, or other fields;
- A collective that has been awarded the "Ho Chi Minh Order" for the first time, and subsequently received the First-Class Independence Order, can be proposed for the second awarding of the "Ho Chi Minh Order" 10 years after the date of receiving the First-Class Independence Order.
Thus, the draft does not provide for awarding the "Ho Chi Minh Order" a second time to individuals but only for collectives that have a long-term striving process, continuously achieving excellent results in the succeeding years after the first award. With high and stringent standards, the provisions for awarding the "Ho Chi Minh Order" a second time to collectives still ensure the significance and honor of this prestigious title.
