Are public sercurity officers entitled to a lump-sum social insurance allowance in Vietnam from October 25, 2009?

According to Clause 4, Article 7 of Decree 73/2009/ND-CP, it is stipulated that deputy heads of commune police and public sercurity officers who work continuously for at least 15 years and resign for justifiable reasons are entitled to a lump-sum allowance. The level of benefit is calculated as 1.5 months of the average current allowance for each year of service. Additionally, several policies for commune police chiefs, deputy commune police chiefs, and public sercurity officers are specified as follows:

- Commune Police Chiefs, Deputy Commune Police Chiefs, and public sercurity officers are entitled to salary and allowance policies according to the Government of Vietnam's regulations on policies for officials at the commune, ward, and commune-level town.

- Commune Police Chiefs, Deputy Commune Police Chiefs, and public sercurity officers are to comply with social insurance and health insurance according to the Law on Social Insurance and the Law on Health Insurance. The Ministry of Labor, Invalids, and Social Affairs shall coordinate with the Ministry of Public Security to guide the implementation of social insurance and health insurance for Commune Police Chiefs, Deputy Commune Police Chiefs, and public sercurity officers in accordance with the Law on Social Insurance and the Law on Health Insurance.

- Commune Police Chiefs who have served continuously for at least 60 months are entitled to a seniority allowance of 1% of their current salary and allowance per year; those who have worked continuously for at least 15 years and resign for justifiable reasons without sufficient conditions for retirement are entitled to a lump-sum allowance, calculated as 1.5 months of the average salary and insurance-contributing allowance for each year of service. The seniority allowance is paid monthly along with the salary period and is used for social insurance and health insurance benefits.

- Commune Police Chiefs, Deputy Commune Police Chiefs, and public sercurity officers on duty ready for combat in key, complex areas regarding security and order are entitled to a daily allowance of 0.05 times the general minimum wage. For duties performed far from the residence without daily commuting conditions, the mobilizing agency shall arrange accommodations, support transport means, travel costs, or pay a lump-sum travel fare for the trip.

- Commune Police Chiefs, Deputy Commune Police Chiefs, and public sercurity officers who fall ill during their working period are to receive medical examination, treatment at health facilities, and support in paying medical examination and treatment fees from local budget sources, with specific support levels decided by the Chairman of the Provincial People's Committee.
