This is an important provision in Circular 35/2020/TT-BGDDT of the Ministry of Education and Training of Vietnam regulating the code, professional title standards, appointment, and salary ranking for public employess in public pedagogical colleges in Vietnam, issued on October 1, 2020.

To be specific: in Article 4 of Circular 35/2020/TT-BGDDT stipulates the duties of lecturers of pedagogical colleges (Grade III) - Code: V.07.08.22, including:
- Teaching; guiding students in doing specialized assignments and graduation theses (if any)
- Educating ethical and professional qualities and working manners for students through the teaching process. Evaluating study results and graduation results of students;
- Participating in building and developing training programs of the major; innovating teaching methods and methods of assessment of learning and practice outcomes;
- Participating in class homeroom and academic advisory work; guiding discussions, practice, experiments, and internships;
- Studying and fostering to improve political theory, professional knowledge, and teaching methods; participating in practical activities to enhance the quality of training and scientific research;
- Participating in management work, Communist Party activities, mass organization work, and performing other tasks according to the organization and operation regulations of the educational institution and other relevant legal provisions.
Specifically, the standards for training and fostering qualifications are specified as follows:
- Having a Bachelor's degree or higher relevant to the job position and teaching major;
- Having a certificate of pedagogical training (for lecturers who did not graduate from pedagogical universities or technical pedagogical universities);
- Having a certificate of training according to the professional title standards for lecturers of pedagogical colleges (Grade III).
In addition, the specific standards for professional knowledge and skills are as follows:
- Grasping the basic knowledge of the assigned teaching subjects and having a general knowledge of some related subjects in the assigned training major;
- Understanding and correctly implementing the objectives, plans, contents, and programs of the assigned teaching subjects in the training major;
- Effectively and safely using teaching aids and teaching equipment;
- Having scientific research capability; applying scientific and technological advancements to teaching, production, and daily life;
- Having the ability to apply information technology and use foreign languages in fulfilling the tasks of the professional title of community college lecturer (Grade III).
