Approval Procedures for Protocol Duties Effective from December 13, 2019

Article 17 Thong tu 10/2019/TT-BKHCN stipulates that within 07 days from the end of the evaluation session of the Appraisal Committee, the Ministry of Science and Technology shall notify in writing to the chairing organization and the task supervisor about the content of the Appraisal Record for supplementation and correction (if any).

Within 30 days from the date of receiving the notice from the Ministry of Science and Technology, the chairing organization and the task supervisor are responsible for supplementing and completing the Nghi dinh thu task description according to the opinions of the Appraisal Committee, accompanied by the task supervisor's explanation of the acceptance of the Appraisal Committee's opinions and send it to the Ministry of Science and Technology. After the aforementioned period, if the Ministry of Science and Technology does not receive the completed dossier from the chairing organization and the Nghi dinh thu task supervisor, it will notify the halt of approval procedures for the task.

Based on the conclusions of the Appraisal Committee or the opinions of independent consultants and the completed Nghi dinh thu task description according to the meeting minutes of the Appraisal Committee, the unit managing the Nghi dinh thu task submits to the Minister of Science and Technology for signing the Decision to approve the Nghi dinh thu task, chairing organization, individual supervisor, funding, and time for implementing the Nghi dinh thu task.

The dossier submitted for approval includes:

- The original completed Nghi dinh thu task description according to the conclusions of the Appraisal Committee;

- The original evaluation and assessment forms of the members of the Selection Committee and the Appraisal Committee;

- The original decision to establish the Selection Committee and the Appraisal Committee; meeting minutes of the Selection Committee and the Appraisal Committee;

- Draft decision to approve the Nghi dinh thu task, chairing organization, individual supervisor, funding, and time for implementing the Nghi dinh thu task.
