On February 6, 2024, the Prime Minister issued Decision 158/QD/TTg approving the Planning of Vinh Phuc province for the period 2021–2030, with a vision to 2050.

(1) Development goals until 2030

* Overall objectives.

Vinh Phuc province is among the leading localities in the country in terms of GRDP growth per capita; it has synchronous, modern infrastructure that basically meets the criteria of a grade I urban area as a premise to become a centrally run city; the economic structure is shifting towards digital economy, circular economy, knowledge economy, and sustainable development; it is the nucleus promoting the development of modern industry and services in the Red River Delta; people living in Vinh Phuc have a high-quality, prosperous, and happy life; it has an advanced culture, rich in identity, harmonious social development, and a clean and livable ecological environment.

* Some specific targets

- Economic:

+ The average GRDP growth rate in the period 2021–2030 will reach about 10.5 - 11.0%/year; the average GRDP per capita in 2030 will reach about 325 million VND.

+ The contribution of the TFP factor to economic growth in 2030 is about 55%–60%; the digital economy contribution reaches over 35% of GRDP.

+ The average labor productivity growth rate in the period 2021–2030 will reach about 13%/year.

+ Urbanization rate reaches about 65%; develop to meet the criteria of a grade I urban area on a province-wide scale.

+ The rate of districts reaching new rural districts reached 100%; the number of communes achieving advanced new rural communes reached 80%, of which model new rural communes reached over 40%.

- About society:

+ HDI human development index is 0.85.

+ The rate of public preschools and high schools meeting national standards is 100%, of which 30% meet level 2 standards.

+ The number of hospital beds per ten thousand people reached over 45 beds; The number of doctors/10,000 people reached over 19 doctors; and the number of university pharmacists per ten thousand people reached over 5 pharmacists.

+ The poverty rate decreased to 0.5%.

+ The rate of trained workers with degrees and certificates is over 48%.

- About environment:

+ The proportion of the population using centralized clean water meeting standards in urban areas reaches 100%; the proportion of the rural population using clean water reached 85%.

+ The rate of solid waste collected and processed in urban areas reaches 100%, in rural areas, it reaches 90%; The rate of industrial zones and clusters with centralized wastewater treatment systems and production and business establishments meeting standards for each head reached 100%; The rate of hazardous waste collected and treated according to regulations reached 100%.

+ Forest coverage rate is about 22%–25%.

- Defence and security are maintained; political security, social order, and safety are guaranteed.

(2) Vision to 2050

Vinh Phuc is a centrally run city with a modern, green, clean, and beautiful infrastructure system, its own identity, and a prosperous society; it is a city with comprehensive development in all aspects of economy, society, and growth; people living in Vinh Phuc have a high quality of life and are happy; it has an advanced culture, a clean and livable ecological environment; national defense and security are maintained, political security, social order, and safety are guaranteed.
